Luta de classes na UNILA? Nao, apenas democratismo vulgar e rastaquera...


Uma tomada de posição em relação a uma grave distorção naquela universidade companheira, também chamada de integração (companheira, claro...).

O FUTURO DA UNIVERSIDADE BRASILEIRA

Existe em todo o Brasil um movimento que tenta, reiteradamente, desconstruir o papel do professor na condução do processo ensino-aprendizagem. Um fenômeno notoriamente incoerente para uma nação que adota o lema de Pátria Educadora.

O mecanismo envolve a concessão de igual poder decisório aos alunos, corpo técnico e professores, sobre todos os aspectos concernentes ao funcionamento da universidade. Elimina-se, de maneira completa e irreparável, a autonomia em decidir até mesmo sobre questões que são atribuições exclusivas do corpo docente: o ensino, a pesquisa e a extensão. Esta autonomia, que vem sendo desrespeitada, está garantida na Lei nº 9.394, de 20 de dezembro de 1996, Lei de Diretrizes e Bases da Educação Nacional (LDB).

Contudo, acontecimentos recentes em uma universidade paranaense podem mudar o rumo deste debate no país. Na Universidade Federal da Integração Latino-Americana (UNILA), em Foz do Iguaçu, o desrespeito a LDB se tornou uma ação no Ministério Público Federal (MPF), que se posicionou a favor dos professores.

O RESULTADO DESTA AÇÃO PODERÁ AFETAR O FUNCIONAMENTO DAS UNIVERSIDADES FEDERAIS EM TODO O PAÍS.

Além do MPF, também a Sociedade Brasileira para o Progresso da Ciência (SBPC) e a Academia Brasileira de Ciências (ABC), entendem que a autonomia do corpo docente é essencial para uma universidade de qualidade.

Somente os sindicatos de categoria têm caminhado na contramão desta visão, demonstrando a completa incompreensão sobre o papel que cada categoria desempenha na academia. Conforme afirmam a SBPC e a ABC, estas ações "corroem a identidade, o ethos e a missão da universidade”.

Por isso pedimos que assine, e repasse a todos que puder, este abaixo-assinado. Nele solicita-se que o Juiz da 2ª Vara Federal de Foz do Iguaçu acate a Ação Civil Pública n. 5008268-27.2015.4.04.7002, do Ministério Público Federal, cujo objetivo é o ajuste da UNILA ao ordenamento jurídico do Estado brasileiro.

Caso a decisão seja contrária, existe o risco iminente de que o mesmo processo tenha início em todas as Universidades brasileiras, trazendo grandes prejuízos ao Ensino Superior no país.

A herança maldita dos governos do partido que se pretendia "da ética", mas que se revelou mafioso, e o mais fraudulento da história do Brasil, é essa que vocês estão contemplando: além dos imensos crimes econômicos (alguns planejados intencionalmente para produzir "resultados paralelos", digamos assim) praticados por governantes ineptos, mentirosos e de má-fé, (mal) assessorados por keynesianos de botequim e outros economistas aloprados, além dos incontáveis crimes comuns (e nenhum dos verdadeiros responsáveis foi ainda para a cadeia, descontando uns poucos paus-mandados do lulo-petismo mafioso), além do desmantelamento geral das instituições (com o aparelhamento completo de todas as agências públicas, além da elevação de serviçais obedientes inclusive nas mais altas cortes do Estado), além de todo o desastre fabricado por inépcia, desídia, incompetência e teimosia (sem contar a junção dos crimes econômicos com os crimes comuns, o que me parece evidente), o que temos, como resultado desses quase três lustros de desgoverno absoluto é uma degradação moral como nunca antes tínhamos conhecido no país, uma desfaçatez tão grande no roubar, no enganar, no mentir, no mistificar, que a população já está quase ficando acostumada em que isso que está aí, essa imensa podridão moral que nos assalta todos os dias em todos os meios de comunicação, em que isso que está aí se torne, definitivamente, o novo padrão aceitável num país que se pretendia em ascensão.
Os companheiros nos arrastaram para o fundo do poço.
Isso tem de ser registrado para a história.
Eu vou fazer a minha parte, no nicho de combate que é o meu, um quilombo solitário de resistência intelectual, que é a denúncia constante, o alerta regular, chamando a atenção para os crimes companheiros.
Vou começar compondo uma lista de todos os crimes econômicos cometidos desde 2003.

Seminario Internacional: Governanca Global, Politicas Nucleares e a Insercao do Brasil - PUC-Rio

O Institudo de Relções Internacionais da PUC-Rio convida para o seminário internacional “Governança Global, Políticas Nucleares e a Inserção do Brasil”, nos dias 03 e 04 de Setembro, no auditório Amex (PUC-Rio). Este seminário é parte de um projeto sobre a política nuclear brasileira dedicado a quatro pontos principais: (1) a formulação e implementação da atual política nuclear no país, (2) o abrangente debate social sobre questões nucleares no Brasil (levando em consideração atores governamentais e não governamentais), (3) a evolução histórica e as diferentes inflexões da política nuclear brasileira e (4) as posições de política externa quanto à governança nuclear.

O seminário é parte de uma série de eventos que vem acontecendo nos últimos três anos e que visa discutir a política nuclear brasileira num amplo contexto de governança global, especialmente no campo da segurança. Reunir diplomatas, acadêmicos e outros especialistas é uma forma de expor as múltiplas perspectivas sobre o tópico, contribuindo para potenciais diálogos com outros campos de pesquisa. Parlamentares sob investigacao, processados, prescritos na Nova Republica (da impunidade)

Da Revista Congresso em Foco (agosto de 2015): 

Dos mais de 500 parlamentares acusados criminalmente no Supremo Tribunal Federal (STF) desde 1988, apenas 16 foram condenados até hoje. Da serie "Crimes Economicos" do Lulo-Petismo: confusao da Sete Brasil vai acabar em guerra judicial (BB, BNDES e bancos privados)

A Sete Brasil foi constituída pelos companheiros para ser uma vaca de ordenha monetária quase tão grande quanto a Petrobras, ou potencialmente ainda maior, pois seria a companhia de equipamentos para exploração petrolífera que, se bem administrada, poderia não ser apenas fornecedora da Petrobras, mas do mundo.
Mas as ratazanas companheiras, ineptas como são em administração empresarial, e sequiosas de roubar grande como eram desde o início na Petrobras, simplesmente inviabilizaram a companhia, ao impor o seu nacionalismo rústico e rastaquera sobre a companhia, partindo do pressuposto de que o Brasil já tinha condições de ser um grande fornecedor desses equipamentos. Mas, má administração de um lado, grandes roubalheiras de outro (com os superfaturamentos impostos politicamente) e a pouca competitividade do Brasil e das empresas brasileiras no setor, se juntaram para inviabilizar a companhia.
Agora ninguém quer assumir os prejuizos e o assunto deve ir parar nos tribunais (que vão demorar anos e anos para resolver o imbroglio), o que vai acrescentar nas imensas perdas já provocadas pelos companheiros contra o Brasil e os brasileiros. IMPASSE NA SETE BRASIL PODE LEVAR LEVAR A UMA GUERRA JUDICIAL ENTRE BANCOS, PETROBRAS E BNDES

Brasília, 24/08/2015 - Os principais bancos do País ameaçam iniciar uma guerra judicial envolvendo BNDES e Petrobras por uma cada vez mais provável quebra da Sete Brasil, principal fornecedora da petroleira. O acordo que poderia salvar a empresa dificilmente sairá. De um lado, o BNDES não aceita assumir o risco do empréstimo bilionário. De outro, a Petrobras não aceita referendar o preço de aluguel das sondas, 50% acima da média internacional de mercado.

As antigas direções da Petrobras e da Sete Brasil haviam acertado o sobrepreço de afretamento - cerca de US$ 450 mil a diária, ante US$ 300 mil cobrados no mercado internacional. Ou seja, a diferença corresponderia a um gasto adicional de US$ 4,5 bilhões por mês com cada sonda. Oficialmente, a justificativa girava em torno da necessidade de a Petrobras subsidiar a indústria naval brasileira.

Antes de o empréstimo ser concretizado, porém, as investigações da Operação Lava Jato revelaram um amplo esquema de pagamento de propinas envolvendo executivos da estatal, entre eles Pedro Barusco, ex-diretor da Sete e um dos idealizadores do contrato das sondas. A atual direção da Petrobras, sob o comando de Aldemir Bendine, ex-presidente do Banco do Brasil, reluta em manter os mesmos termos acordados e correr o risco de envolvimento na Lava Jato.

A Sete foi criada para ser a proprietária das sondas de perfuração do pré-sal e a maior fretadora mundial deste tipo de plataforma até 2020. Além da Petrobras (minoritária), tem como acionistas bancos como Bradesco e Santander, que também figuram no rol de credores da empresa.

Sem uma solução à vista, o sindicato de bancos que emprestou US$ 3,6 bilhões à Sete Brasil deve entrar na Justiça contra o Banco Nacional de Desenvolvimento Econômico e Social (BNDES), que se recusou a liberar US$ 3,1 bilhões do empréstimo ponte. Seria a primeira parcela dos US$ 9,3 bilhões previstos no financiamento de longo prazo.

Segundo o Broadcast apurou, o BNDES já retirou da programação orçamentária deste ano R$ 8 bilhões que estavam reservados para o empréstimo à Sete. Banco do Brasil, Santander, Bradesco, Caixa e Itaú BBA liberaram os empréstimos de curto prazo - os empréstimos-ponte - até a contratação da operação de longo prazo, que seria feita pelo BNDES.

Segundo pessoas que acompanham de perto as negociações, o próprio presidente do BNDES, Luciano Coutinho, "vendia" a Sete Brasil, na busca de novos sócios, garantindo que a maior parte do financiamento caberia ao banco de fomento estatal.
Há informações de conversas foram gravadas e documentos poderiam sustentar uma ação judicial contra o BNDES. Os credores afirmam que só aprovaram as operações porque tinham a garantia do financiamento de longo prazo e que depois tiveram que buscar outras saídas.

Sem o BNDES, o sindicato dos bancos montou um novo modelo de financiamento, com o enxugamento da Sete (de 29 sondas para 19 sondas) e tentava o ingresso de novos acionistas (japoneses, chineses, noruegueses). O investidores estrangeiros estiveram bem próximos de aportar recursos no projeto, mas recuaram diante do impasse entre Petrobras e Sete.

A nova Sete Brasil precisaria de US$ 9 bilhões em financiamento, muito menos do que os US$ 29 bilhões previstos. O prazo que os bancos credores deram à Petrobras e à Sete se encerrou no último dia 14 e nenhum acordo foi fechado, embora tenha sido consensual uma postergação até o fim deste mês.

"Acho difícil o sindicato dos bancos não processar o BNDES. Certamente, vai ter processo para todos os lados", disse uma fonte a par das negociações. Como todas as cinco linhas de empréstimos-ponte foram liberadas pelo sindicato, mesmo os bancos públicos (BB e Caixa) seriam "constrangidos" a processar o BNDES.

Além do provável processo dos bancos contra o BNDES, os acionistas da Sete se movem para responsabilizar a Petrobras por parte do prejuízo que eles tiveram ao injetarem recursos na Sete. O argumento é que a Petrobras não pode tentar diminuir o valor do aluguel das sondas porque o projeto se inviabiliza. Como houve o enxugamento da empresa, os sócios trabalham agora para ter o menor dos prejuízos, uma vez que injetaram dinheiro para o projeto maior e ainda precisam pagar os juros dos empréstimo-ponte - maiores do que os de financiamento de longo prazo.

A Petrobras tem 5% da Sete, além de participação indireta no fundo que detém os outros 95% da companhia, em sociedade com os fundos de pensão Petros, Funcef, Previ e Valia, os bancos BTG Pactual, Santander e Bradesco, o FI-FGTS, o fundo EIG e Strong e os investidores Luce Drilling e Lakeshore Partners.

O imbróglio será imenso. Por enquanto, a alternativa mais palatável é que esses contratos de empréstimo sejam prorrogados ao menos até o início de 2016 para evitar que a provisão de eventuais perdas em seus balanços sejam registradas ainda este ano. Alguns dos sócios da Sete Brasil, como BTG e FI-FGTS, já iniciaram o provisionamento.

Banco do Brasil detém a maior parcela dos empréstimos-ponte. O Fundo Garantidor de Construção Naval (FGCN) tem apenas metade dos recursos necessários à cobertura dos empréstimos-ponte. A Caixa, que tem a menor exposição nessas operações (R$ 1,5 bilhão), é responsável pela administração do FGCN e do FI-FGTS, fundo de investimento formado com recursos dos trabalhadores, que se tornou sócio da Sete.

Ao processar a Petrobras, os bancos ficam impedidos de liberar novos créditos para a estatal. Sendo alvo de um eventual processo, o BNDES também não pode fechar novos negócios com os litigantes. Além disso, há atores que ocupam duas pontas. Bradesco e Santander, por exemplo, como sócios e credores simultaneamente podem chegar ao absurdo de ter de fazer anotações restritivas para as próprias instituições. O BTG, que colocou em torno de US$ 1 bilhão na Sete Brasil, precisará se explicar para todos os investidores estrangeiros que compraram os papeis da empresa colocados no mercado pelo banco.

Global markets have swung overnight from a mystical faith in Communist competence to near revulsion. But this August storm may yet blow over

The world financial system is at a dangerous juncture. Markets no longer believe that China’s Communist leaders are in full control of the country’s $27 trillion debt bubble, or know how to manage fast-moving events beyond their ken. 

This sudden loss of confidence in the anchor economy of East Asia has struck before the West is fully back on its feet after its own debacle seven years ago. 

Interest rates are still near zero in the US, the eurozone, Britain and Japan. Fiscal deficits are at unsafe levels. Debt is 30 percentage points of GDP higher than it was at the onset of the Lehman crisis. The safety buffers are largely exhausted. 

“This could be the early stage of a very serious situation,” said Larry Summers, the former US Treasury Secretary. He compared it to the two spasms of the Asian crisis in the summer of 1997 and again in August 1998. 

Ominously, he also compared it to the "heart attack" of August 2007, when credit markets seized up on both sides of the Atlantic and three-month US Treasury yields plummeted to zero. That proved to be a false alarm, but it was an early warning of the accumulating stress that would bring down Western finance a year later. 

Full-blown contagion is now ripping through the international system. The main equity indexes in Europe and the US have all sliced through key levels of technical support. 

Once the S&P 500 index on Wall Street broke below its 200-day and 50-week moving averages last week, it was extremely vulnerable to any bad news. This came last Friday with yet more grim manufacturing data from China.

JP Morgan says the Caixin PMI indicator that so alarmed markets is skewed to the weakest segment of the Chinese economy and overstates the trouble, but such subtleties are lost in a panic. 

It turned into a global rout after the Shanghai composite index crashed 8.5pc on China’s “Black Monday”, pulverizing its July lows after the central bank (PBOC) - oddly passive - refused to come to the rescue as expected with a cut in the reserve requirement ratio for banks.

Beijing’s botched efforts to prop up the country’s stock markets have collapsed. An estimated $300bn of state-orchestrated buying achieved nothing, overwhelmed by an avalanche of selling by investors forced to cover margin debt. 

Professor Christopher Balding from Peking University wrote on FT Alphaville that China is lurching from one incoherent policy to another, shedding credibility and its aura of omnipotence at every stage. “There is a very real risk that Beijing is losing control of the story,” he said. 

The speed with which this episode has now engulfed US markets - trading at 50pc above their historic average on the long-term Shiller price/earnings ratio, and primed for trouble – suggests that events could all too easily metastasize into a self-perpetuating crisis of confidence. The Dow may have rebounded after a record 1,090-point drop at the opening bell, but such tremors cannot be ignored. 

“Circuit-breakers are needed, given how quickly markets have moved. Crises are highly non-linear events and ruling them out isn’t wise,” said Manoj Pradhan from Morgan Stanley. 

The question is whether China’s economy will itself prove to be the circuit-breaker by confounding the predictions of economic meltdown. There are signs that growth is poised to pick up after a deep slump in the first half of the year, caused by a combined monetary and fiscal crunch. 

Spending contracted 19.9pc in January as local government reform went horribly wrong. It did not recover fully until May and June, when the new bond market took off. The fiscal stimulus will feed through over the next six months.

Simon Ward from Henderson Global Investors says his measure of China’s money supply – “true M1” – turned negative late last year for the first time this century. It has since recovered briskly and is growing at a 10pc rate, implying a recovery of sorts a few months later. 

The Shanghai equity collapse has been spectacular, but the number of shares in private hands amounts to just 30pc of GDP, compared to 81pc on Wall Street in 1929 and 183pc in 2000. 

The wealth effects are limited. “Only one in 30 Chinese owns equities. We think the authorities should just let the chips fall where they may,” said Mark Williams, chief Asia strategist for Capital Economics. 

Property is far more important. Home ownership rates are almost 80pc in China and the housing market is recovering, with prices rising 6.5pc in the big Tier 1 cities over the past year and finally bottoming out in the regions.

Yet what began two weeks ago as a technical move by the PBOC to end China’s dollar exchange peg, and switch to a managed float, has set off a global crisis with a life of its own that cannot easily be reeled in. 

The PBOC’s move was widely seen to be the start of a devaluation push that would transmit a deflationary shock through East Asia and the rest of the world. 

China is burning through foreign reserves at a blistering pace to stabilize the yuan and offset capital flight estimated at $35bn a week. This is automatically tightening monetary policy, squeezing liquidity, and risks holding back the very recovery in China needed to quell doubts. 

Whether or not China’s economy is as weak as feared, the crisis is feeding a global chain-reaction through the entire nexus of emerging markets (EM), now half the global economy and therefore a greater threat than in the previous EM crises of the early 1980s and the late 1990s. “We are seeing the worst of all storms for emerging market currencies,” said Bernd Berg from Societe Generale. 

“This crisis has the potential to become worse than the Asian crisis in 1997/98 as it is spreading globally. Panic selling is triggering a bloodbath among EM currencies,” he said. 

The 1998 Asian crisis did not lead to a global recession. The US and European economies brushed it off in the end. Markets raced on for another two years.

Yet it felt deeply threatening at the time. The Russian default triggered the collapse of the huge US hedge fund Long Term Capital Management, forcing the New York Fed to intervene to avert a systemic meltdown. The US slashed interest rates. 

The Fed cannot cut rates this time, but it can issue a clear signal that it plans to delay rate rises. The futures markets are already pricing this in, slashing the chance of a rise in September to just 24pc, down from 50pc on Thursday. 

The dollar is already weakening against the euro and the yen. Once the dust settles, this should take some of the sting out of the EM crisis, deferring the day of reckoning for companies in Latin America, Turkey, China, and other emerging regions holding an estimated $4.5 trillion of US dollar debt.

The violent moves over recent days may prove to be no more than an August squall. “Liquidity has dried up over the summer and that has exaggerated the moves,” said Marc Ostwald from ADM. 

“The consensus trades are getting blown up and we are seeing an unwinding of carry trades as people get stopped out of positions. But credit stress is not that high by historical standards,” he said. 

The economies in Europe and the US are lacklustre but recovering gradually. China may, in reality, be on the cusp of another upward mini-cycle, the latest in a string of stop-go episodes. 

What is clear is that the world is no longer willing to give the economic benefit of the doubt to Chinese leaders. The pretensions of market Leninism have been shattered by one policy blunder after another over the past year.

Federal Reserve economists produce original research on a broad range of topics relevant to the U.S. and foreign economies. These working papers are preliminary versions that are being shared in a timely manner to a broad research community, with the aim of contributing to scholarly debate and soliciting constructive feedback. This work is also often presented at research conferences and many of the papers are later published in peer-reviewed journals and other scholarly outlets.
