Politica Nuclear do Iran (4): carta do Brasil e da Turquia ao CSNU

A Declaração Conjunta firmada por Brasil, Turquia e Irã no último dia 17, em Teerã (nota nº 310), foi encaminhada hoje, 19 de maio, aos membros do Conselho de Segurança das Nações Unidas, por meio da seguinte carta (original em inglês):

"Excellency,
We have the pleasure to enclose herewith the copy of the ‘Joint Declaration by Iran, Turkey and Brazil’, which was issued by H.E. Mr. Mahmoud Ahmadinejad, President of the Islamic Republic of Iran, H.E. Mr. Luiz Inacio Lula da Silva, President of the Federative Republic of Brazil and H.E. Mr. Recep Tayyip Erdoğan, Prime Minister of the Republic of Turkey, in Tehran on 17 May 2010. The Joint Declaration was signed by H.E.Manucher Mottaki, Minister of Foreign Affairs of the Islamic Republic of Iran, H.E. Ahmet Davutoğlu, Minister of Foreign Affairs of the Republic of Turkey and H.E. Celso Amorim, Minister of External Relations of the Federative Republic of Brazil.

The Joint Declaration highlights the right to develop research, production and use of nuclear energy for peaceful purposes while underlining the strong conviction of three countries that the nuclear fuel exchange will provide an opportunity to begin a forward-looking process aiming at creating a positive, constructive, non-confrontational atmosphere leading to an era of interaction and cooperation.

The Declaration reflects, in this context, Iran’s clear agreement to deposit 1200kg low enriched uranium (LEU) in Turkey. It also lays down a realistic and achievable road map leading to necessary agreements and arrangements which are to be negotiated between the parties directly involved, within specified timelines, for the provision of 120 kg nuclear fuel needed for the Tehran Research Reactor (TRR) in return for the deposited LEU.

We have full confidence that the P5 plus 1 will review the Joint Declaration with a view to paving the way both for the refueling of the TRR in the most efficient and effective manner and considering issues related with the Iranian nuclear programme and the broader issues of mutual concern, through constructive dialogue.

Brazil and Turkey are convinced that it is time to give a chance for negotiations and to avoid measures that are detrimental to a peaceful solution of this matter.
