825) Um ataque idiota a um texto sobre os idiotas do mundo...

Acredito que os idiotas do mundo são em número ainda maior do que se pensa: eles estão disseminados por toda a parte, inclusive na venerável Faculdade de Direito do Largo de São Francisco, as famosas "arcadas" de São Paulo, hoje integrada à USP (que tem também, assim, a sua quota de idiotas, por mais surpreendente que isso possa parecer).
Eu havia escrito, tempos atrás, um texto provocador, que se interrogava se estava aumentando o número de idiotas no mundo. Dizia que sim e não, pois é um fato que mais e mais pessoas idiotas, nascem, crescem e se reproduzem neste nosso pequeno planeta submetido à destruição ambiental, a guerras fraticidas, a atentados terroristas, à intolerância religiosa e a vários outros fenômenos e processos que só podem ser atribuidos à ignorância ou idiotice de alguns. Sim, infelizmente, eles ainda são muito numerosos, e ainda que a educação progride (lentamente), a TV e outros meios de comunicação de massa (além da simples incultura e as superstições populares) se encarregam de "produzir" um número razoável de idiotas a cada dia.
Pois não é que eu recebi uma mensagem perfeitamente idiota de um candidato a idiota?
Digo candidato pois acredito que ele ainda pode se redimir, pois há salvação para tudo, menos para a morte e os impostos, como dizia Benjamin Franklin, este um perfeito sensato homem, não mais inteligente ou idiota do que a média, apenas mais atento, curioso e experiente do que os demais.

Caro Daniel C*********,
Acredito que você tenha algum problema com o pessoal de humanas: eles não não melhores, nem piores do que os advogados, engenheiros, médicos, veterinários, ou que quaisquer outras categorias de trabalhadores, inclusive peões, operários, garis, colhedores de cana, etc.
Se você se julga detentor de algum conhecimento especial, seja ele sabedoria ou inteligência, deveria expor suas idéias, supostamente inteligentes, ao resto do mundo, e assim contribuir para a elevação do nível cultural da humanidade, o que supostamente faria diminuir, relativamente, o número de idiotas, não acha?
Insistir numa critica negativa, ou pessimista, como a que voce faz, contribui, apenas e tao somente para aumentar o número de idiotas, entre os quais voce supostamente não se inclui.
Mas, a sua crítica pode ser classificada, me desculpe por não encontrar melhor termo, de propriamente idiota, uma vez que ela não tem absolutamente nada de inteligente a propor, apenas se limita a criticar, de modo corrosivo, o que uma outra pessoa, que você não conhece, escreveu.
Deve ser difícil para voce conviver com esse tipo de gente, idiotas, como você as chama. Acredito que apenas um idiota, com o perdão da expressão, consegue conviver com outros idiotas.
Eu, por exemplo, tenho alergia à burrice e cada vez que vejo uma de suas manifestações, me distancio imediatamente, seja me afastando dos idiotas do mundo, seja desligando a TV por exemplo.
Mas, existem idiotas que chegam até nós, sem qualquer solicitação, e passam a nos criticar sem qualquer atenção ao que está dito no texto, que não se dirige obviamente aos idiotas. Apenas um idiota seria capaz de pensar assim...
Não sei se na "sanfran", como voce diz, tem muitos idiotas, mas acredito, pessoalmente, que eles estão proporcionalmente espalhados ao redor do mundo, existindo tantos, na "sanfran", quanto em qualquer faculdade Tabajara. Ser idiota não é privilegio de ninguém ou de alguma instituição especifica: eles conseguem se disseminar nos lugares mais supreendentes...
Pobres de espírito sao aqueles que não percebem isto...

823) Dez principios do filosofo Bertrand Russell

O filósofo britânico Bertrand Russel (1872-1970) elaborou, em meados do século XX, um "código de conduta" liberal baseado em 10 princípios, à maneira do decálogo cristão, que ele não pretendia fosse substituir o antigo, mas complementá-lo.

Os dez princípios são:

1. Não tenha certeza absoluta de nada.
2. Não considere que valha a pena proceder escondendo evidências, pois as evidências inevitavelmente virão à luz.
3. Nunca tente desencorajar o pensamento, pois com certeza você terá sucesso.
4. Quando você encontrar oposição, mesmo que seja de seu marido ou de suas crianças, esforce-se para superá-la pelo argumento, e não pela autoridade, pois uma vitória dependente da autoridade é irreal e ilusória.
5. Não tenha respeito pela autoridade dos outros, pois há sempre autoridades contrárias a serem achadas.
6. Não use o poder para suprimir opiniões que considere perniciosas, pois as opiniões irão suprimir você.
7. Não tenha medo de possuir opiniões excêntricas, pois todas as opiniões hoje aceitas foram um dia consideradas excêntricas.
8. Encontre mais prazer em desacordo inteligente do que em concordância passiva, pois, se você valoriza a inteligência como deveria, o primeiro será um acordo mais profundo que a segunda.
9. Seja escrupulosamente verdadeiro, mesmo que a verdade seja inconveniente, pois será mais inconveniente se tentar escondê-la.
10. Não tenha inveja daqueles que vivem num paraíso dos tolos, pois apenas um tolo o consideraria um paraíso.

821) PIB PPP em comparacao mundial: uma no cravo, outra na ferradura...

Primeiro a boa noticia, tal como veiculado na imprensa, recentemente:

Brasil sobe uma posição e ocupa 6º lugar na economia mundial, diz Bird

O Brasil ganhou uma posição e agora ocupa o sexto lugar na economia mundial, segundo ranking do Banco Mundial, que divulgou nesta terça-feira os dados do PCI (Programa de Comparação Internacional), que analisa as economias de 146 países.
De acordo com o Banco Mundial, levando-se em conta a paridade do poder de compra, o Brasil responde por metade da economia da América do Sul. Com o equivalente a 3% do PIB (Produto Interno Bruto) mundial nesta medição, o Brasil divide o sexto lugar ao lado do Reino Unido, França, Rússia e Itália.
Segundo explicação do Banco Mundial, o Brasil subiu de lugar por conta de uma nova avaliação. A paridade do poder de compra, expressa por meio dos valores das moedas locais e o que é possível comprar, tomou o lugar da chamada medida cambial, que apenas converte o PIB do país em dólares.
Na medida convencional (cambial), o Brasil seria a sétima economia, ao lado da Índia, Rússia e México, que respondem juntos por 2% do PIB.
"Os números passaram a refletir o valor real de cada economia, com as diferenças corrigidas em níveis de preços, sem a influência de movimentos transitórios de taxas cambiais", explica o Banco Mundial.
EUA na ponta
Como já era esperado, a maior economia do mundo ainda é a dos Estados Unidos --ela, porém, está menor que no passado. Em seguida aparece a China, que pelas novas pesquisas subiu de quarto para segundo lugar.
De acordo com os dados, pelo sistema cambial os EUA têm 28% do PIB mundial, mas pela regra da paridade, apontada como mais confiável pelo Bird, o país tem 23%. Na China, levando-se em conta o método do poder de compra, a participação é de 10%; pelo cambial, fica em 5%.
No geral, a economia mundial produziu US$ 55 trilhões em mercadorias e serviços em 2005. Do total, cerca de 40% veio de países em desenvolvimento -- China, Índia, Rússia, Brasil (Brics) e México responderam por quase 20%.

Vocês já leram em todo lugar a notícia de que o Brasil subiu uma posição e agora está em sexto lugar entre as economias do mundo, segundo ranking do Banco Mundial. A petralhada, em seu desassossego característico, pergunta-me se estou triste com a notícia. Eu? Segundo os iluminados, mais uma conquista de Lolovsky Apedeutakoba. Imaginem se ingleses e franceses, em fúria, resolvessem invadir o Brasil em busca do mesmo padrão de vida, mas com as nossas praias, o Pão de Açúcar, a tardinha que cai, o barquinho que vai, o nosso veneno sensual, o nosso charme moreno, a arquitetura de Niemeyer, a sua defesa das ditaduras comunistas? E se decidirem também vir em busca de nossos Voltaires, de nossos Lockes?
Vocês sabem, a minha primeira inclinação sempre é o nacionalismo, né? Liguei para o editor de economia da VEJA, Giuliano Guandalini, em busca de apoio para a minha causa. Ele estragou todo o "meu céu tem mais estrelas". Ele desestimulou o "meu bosque tem mais flores". Ele me passou alguns dados que me fizeram ver que as aves que aqui gorjeiam estão mais depenadas que as de lá. Estou arrasado.
O Banco Mundial resolveu empregar um critério de arredondamento — mesmo para a medição do PIB PPP, que é mais generoso com os países emergentes — que se usava antigamente nas escolas quando as notas eram dadas por números. Tudo o que estiver abaixo de meio ponto, eles arredondam para baixo; o que estiver acima, para cima. Assim, vejam só: segundo esse critério, o Brasil detém 2,88% do PIB mundial. Puxaram o número para cima: ficamos com 3%. O Reino Unido detém 3,46%: puxaram para baixo: ficou com 3% também.
Eu não quero que vocês acreditem em mim. Quero que vocês acreditem nos números. A tabela está aqui, com os países agrupados por regiões. O PIB PPP é a terceira coluna. Vejam lá: Brasil: 2,88%; Reino Unido: 3,46%; França: 3,39%; Rússia: 3,09%; Itália: 2,96%. DE FATO, O BRASIL ESTÁ EM 10º LUGAR. Mas isso não é tudo: caiu uma posição.
Vejam só: em 2005, o PIB mundial, diz o Bird, foi de US$ 55 trilhões. Se o Brasil tem 2,88% desse valor, estamos falando de US$ 1,584 trilhão. Se fosse 3%, US$ 1,65 trilhão, o que implicaria produzir US$ 66 bilhões a mais. Se o Reino Unido detém 3,46 dos US$ 55 trilhões, seu PIB PPP é de US$ 1,903 trilhão. Para que o Brasil realmente estivesse em pé de igualdade com este país, teria de produzir US$ 319 bilhões a mais, um crescimento no PIB de imodestíssimos 20%. Ademais, quando se trata de verificar o PIB per capita, saibam que o Brasil está abaixo da média da América Latina e da média mundial.
No mais, estou feliz como todo mundo, é claro (mais informações aqui).

Dispõe sobre a criação da Embaixada do Brasil em Santa Lúcia, com sede em Castries.

O PRESIDENTE DA REPÚBLICA, no uso da atribuição que lhe confere o art. 84, inciso IV, da Constituição, e tendo em vista o disposto nos arts. 27, inciso XIX, e 50 da Lei nº 10.683, de 28 de maio de 2003,
DECRETA:

Art. 1º Fica criada a Embaixada do Brasil em Santa Lúcia, com sede em Castries.
Art. 2º Este Decreto entra em vigor na data de sua publicação.
Art. 3º Fica revogado o inciso XIX do art. 1º do Decreto nº 5.073, de 10 de maio de 2004.

Obviamente, seria bem mais interessante se as páginas dos jornais trouxessem um debate sadio, e de alto nível, sobre os rumos da política externa, em lugar desse tipo de diatribe que certamente não honra as tradições da Casa e a reputação da nossa diplomacia, mas parece que este é o reflexo do momento...

Como um grande número de colegas, acompanho com desaprovação mas em silêncio a maneira como você e Samuel vêm conduzindo o Itamaraty.
Hierarquizados como somos, ainda acreditamos no velho bordão de que quem fala pela Casa é o seu Chefe. Assim, ao nos darmos conta, logo no início do Governo Lula, de quem iria dirigir a Casa nos próximos anos, muitos, como eu, preferimos aposentar-nos a seguir na ativa sob uma direção de que fatalmente discordaríamos. A propósito, nunca em momento algum do Itamaraty, houve tantos Embaixadores aposentados voluntária e precocemente.
Certo, você já havia dirigido a Casa em outra ocasião, mas as circunstâncias eram totalmente diferentes, pois não só sua chefia era mais aparência que realidade (o que muitos dizem ser novamente o caso) , mas sobretudo o Presidente era outro.
Não é o caso de concordar ou não com o Governo. Afinal, todos servimos ao país no tempo dos Governos militares, com os quais a grande maioria de nós não concordava. Mas servíamos ao Estado, nosso legítimo patrão, e não a partidos.
Com o Governo do PT e conhecendo a sua "flexibilidade", mais o viés ideológico do Samuel, vários, como eu, previmos o que estaria por acontecer e, com o espírito de disciplina da carreira, preferimos dela nos afastar, por estimarmos que viríamos a discordar frontalmente da maneira pela qual a Casa seria conduzida. Assim, eu, por exemplo, pedi minha aposentadoria mais de cinco anos antes da data compulsória.
Evidentemente não foi uma decisão fácil. Você sabe tão bem quanto eu o quanto significa para nós essa carreira, como nos dedicamos integralmente a ela. Mas absolutamente não me arrependo de havê-la deixado tão cedo, pois com meu temperamento seria muito difícil engolir calado a série de estrepolias administrativas que vêm sendo praticadas. E que já se iniciavam com a falta de legitimidade do Secretário-Geral, que não preenchia os requisitos legais para ocupar o cargo (lembro que para que o pudesse ocupar foi necessária a anulação, por meio de um artigo espúrio de medida provisória que nada tinha a ver com o Itamaraty, da exigência de haver exercido chefia de missão diplomática).
Enfim, não vou entrar em pormenores dos vários atos que estupraram as tradições da Casa, pois você certamente os conhece muito melhor do que eu.

O PT passará, como passou

o regime militar, mas o Itamaraty

deve permanecer

Quero ater-me a um episódio recentíssimo, o do falecimento do ex Secretário-Geral e Chanceler, e sobretudo grande Embaixador Mario Gibson Barboza. Sobre o qual você só veio a manifestar-se na undécima hora, ao aderir, na véspera, à homenagem que vários amigos, eu dentre eles, lhe prestamos com uma missa hoje na Candelária, e que, pelas melhores tradições da Casa, deveria ter sido iniciativa sua.
Caso houvesse da sua parte ou da do Samuel alguma restrição pelo fato de Gibson ter sido o Ministro de Estado de um duríssimo Governo militar, lembro a vocês que a personalidade e a autoridade moral do falecido Embaixador foram diretamente responsáveis pela manutenção da dignidade do Itamaraty naquele terrível período. Devemos a Gibson, como a alguns dos outros colegas que bem dirigiram a Casa após 1964, o fato do Itamaraty haver sido preservado tanto quanto possível da violência do regime.
Creio que você – que sempre considerei dos mais inteligentes dentre os colegas – acabou tendo o bom senso de dar um freio na iconoclastia infantil que fazia com que o Itamaraty fingisse desconhecer o desaparecimento de um dos seus melhores nomes, e viesse, finalmente, a evitar uma grosseria inexplicável e a juntar-se ao preito que lhe rendíamos os colegas.
Pois, alentado por essa demonstração de juízo, tomo a liberdade de sugerir que use essa inteligência para analisar com equilíbrio os rumos que sua gestão está dando à Casa. Para ver que o PT passará (e breve, espero), assim como passou o regime militar, mas que o Itamaraty deve permanecer. Os José Dirceus, os Marco Aurélio Garcias e outros sicários da vida são, felizmente, transitórios. O Itamaraty era, pensávamos, permanente, com suas tradições, suas invejáveis e invejadas normas administrativas.
Que você, como parece ter feito no caso do Embaixador Gibson, use de sua inteligência para deter o processo de aviltamento das tradições da carreira.
O achincalhamento a que a atual gestão submeteu a organização e os bons costumes do Ministério vai demorar décadas para ser remediado. Mas, se você utilizar sua inteligência para deter de imediato o processo e começar, na medida do possível (sei que no quadro atual não deve ser tarefa fácil) a revertê-lo, talvez dentro de uns dez a vinte anos possamos pelo menos voltar a donde estávamos no final de 2002. E daí evoluir.
Atenciosamente (embora seja norma da Casa, não dá para usar "respeitosamente" com o Ministro de Estado que está, até o momento, presidindo ao seu desmoronamento ético e profissional),

818) Uma teoria aprioristica das relacoes internacionais

Aos que se interessam por teorias de relações internacionais, o paper abaixo pode representar uma contribuição útil para aqueles que sempre desconfiaram de Morgenthau, mas nao tinham, até aqui, instrumentos para refutá-lo.
O autor não pretende simplesmente refutar Morgenthau e sua teoria "realista" de RI. Ele pretende oferecer uma via alternativa à questão de saber se apenas teorias empiricamente verificáveis são possíveis em RI.
Acho que ele consegue e sua conclusão é deveras interessante.

It should be clear that the preceding foundation for an a priori theory of international relations in no way needs to be “tested” against the a posteriori evidence. No amount of psychological “evidence,” historical “evidence,” demographic “evidence,” hypothetical assumptions about human rationality, or interpretive “evidence” could ever refute (or substantiate for that matter) these deductions. This is not to say that these deductions are completely impervious to attack. On the contrary, one may wish to contest the validity of many of them. The vital thing to notice, however, is that in order to attack them one must attack the deductive process which produced them. These deductions have essentially the same epistemological status as mathematical proofs. If one wishes to contest the validity of a mathematical proof, one does not go out in the world and search for cases in which 5+7 does not equal 12, or examine the psychological makeup of the mathematician. To think, as empiricism does, that these propositions require continual testing for their validation is absurd, and a sign of outright intellectual confusion.” The deductions I have thus far made, insofar as they are accepted, point to two general conclusions about international relations:
1) Interference in the international economic market by States always decreases the subjective ex ante wellbeing of all the individuals who are affected by the interference, and always shifts resources away from their most value-productive uses, and
