 The Great Destruction in Brazil: 

How to downgrade an entire country in less than four years

Although the recent degradation of the Brazilian economy was not the product of a single presidential term, it was during the first mandate of president Dilma Rousseff (2011-2014), and under her direct responsibility, together with that of her main economic advisors, that the Brazilian economy underwent a consistent, irrepressible and fatal descent into the abyss of its worst economic recession in 80 years, with a mega destruction of wealth never seen before in the economic history of Brazil. The definitive deformation of the economic situation took a little longer, but the essential and decisive strikes that were at the origin of Brazil’s loss of its investment grade status – announced first by Standard & Poor’s in September 2015, shortly thereafter by Fitch – were mainly inflicted during her first term in office. She deliberately planned and prepared the changes and completed them in less than four years.

The president and her economic team were the authors of a strange animal called the “New Economic Matrix”, conceived with the objective of sustaining an enlarged demand for consumption goods, as part of a promised “vast domestic mass market”. What it provoked, instead, was more inflation, less growth, worrying double deficits, a significant exchange devaluation, a total budget disorganization, together with an entire series of failed sectorial policies and an overall degradation of economic governance. The troublemakers blamed these consequences on an inexistent “international crisis,” but they were entirely made in Brazil.

To understand how this happened and explain how Brazil underperformed in the context of the world economy, at a time when many emerging economies were growing twice or almost three times as fast as the advanced countries, we have to look at the larger picture, with a certain sense of the historical perspective, taking also into account the regional and international contexts, and the political and social implications of Brazil’s economic policies implemented in recent times. The solution of the current crisis, which is certainly the worst since the early 1990s, and probably since the 1930s, cannot be purely economic. Nor can it wait on the resolution of an alleged international crisis. Fundamental changes in Brazilian governance will be needed.

 

A brief economic history of a mounting disaster

Brazil has not experienced an equivalent economic disaster since the great crash of 1929 and the following recession of 1931 and 1932. Certainly, Brazil experienced many smaller crises, some provoked by external transactions disequilibrium and a rapid exchange deterioration, others by accelerating inflation and disorganization of the public accounts. Turbulence was recorded during the oil shocks of the seventies, and a humiliating penury of exchange followed the external debt default at the beginning of the eighties, as well as the moratorium unilaterally declared in 1987, creating a prolonged low growth period that was not surmounted before the hard renegotiation of the commercial and official debts during the first three years of the nineties. Successive adoption of six currencies attempted to ameliorate the dramatic acceleration of the inflation, until the Real Plan (1994) came to reintroduce a certain sense of rationality into a system of political and economic governance that had forced Brazil to seek rescue from the IMF three times between 1998 and 2002.

There were middle term adjustments in the Real Plan including first an exchange anchor system and then an inflation targeting system, together with the adoption of a floating exchange regime in1999 and a fiscal responsibility law in 2000 that prepared Brazil for a new phase of productivity gains and a competitive integration into the world economy. Energy shortages in 2001, and the final collapse of the convertibility scheme inaugurated in Argentina ten years earlier brought new turbulence to that picture. This was exacerbated by the presidential campaign of 2002, when the prospects for a victory of the PT’s candidate caused a decline in the exchange rate, and an increase in Brazil risk and in inflation. But after the election, the new socialist leader ignored his party’s rhetoric and preserved the same policies established by the previous economic team. As a result of these sensible policies a virtuous cycle of economic growth and external transactions improvements followed for the next five years starting in 2003. 

 Those years, which saw a “Chinese bonanza” pushing commodity prices to historical peaks – soybean at 600 dollars a ton, iron ore at almost 200, and many others  –, were not exempt from policy retrocessions, such as the renewed growth of the state and the increase in the number of public officials (many, if not all, selected from party apparatchiks), both moves that interrupted a positive process of trimming the excessive state apparatus built up during the military regime. Lula, the effective president during both his and Dilma’s administrations, started a conscious and consistent program of rebuilding state power in Brazil, creating many new public agencies, squeezing the regulatory bodies that were implemented during Cardoso’s times and expanding a comprehensive program of social benefits – Bolsa Familia – that was created out of the many separate sectorial benefits that existed previously. The public legitimation for the later was “social inclusion”, but in fact the intention was to consolidate a vast electoral device in favor of his party. It worked: Lula was reelected once (2006), as the amended Constitution (by Cardoso, 1997) authorizes, and was able to elect (2010) and re-elect (2014) his right-hand assistant, Dilma Rousseff. 

Although Lula’s years were characterized by overall positive results after a bad start – which was caused by market fears of an adventurous economic policy, in the hands of a formally socialist party – the fact is that there is a clear break of style and substance in economic policies from his first term in office to his second term. In his second term Dilma Rousseff emerged as the new powerful cabinet head following the demise (already for corruption scandals) of the “great vizier” of the first Lula government (José Dirceu), and acquiring even more power after the demise of the first Finance Minister (Palocci) – who acted totally in line with the previous economic policies –, she inaugurated the practice – supported by Lula – of having the public expenditures growing always ahead of the GDP’s growth rate, and even ahead of the inflation rate and of the tax receipts. Not surprisingly, annual budgets started to be voted and applied with a certain stress in the public accounts, which were conveniently disguised under questionable accounting practices, mixing some flows between the Treasury, the National Bank for Development (BNDES), and state companies and banks (like Petrobras, Banco do Brasil and Caixa Econômica Federal). 

It was in the context of such practices that it became possible to give generous benefits to the assisted people of Bolsa Família – who knew “Chinese rates” in their income growth, in fact a mere subsidy for consumption – and rises in the minimum wage above the inflation rate and also incorporating a politically fixed “productivity growth”. Of course, many of those social policies materialized only because the fiscal charge was continuously expanding, from the 34% of the GDP to almost 38% (in fact, just 35.9% in nominal terms, but only due to a methodological correction in the national accounts); the heavier taxes penalized goods and services consumed by the middle classes as well as the productive activities of the business sector. In fact, expanding expenditures benefitted much more a small bunch of crony capitalists – who are the great financiers of PT and its apparatchiks – than the poor people of the Bolsa Família.

Lulanomics worked relatively well during the Chinese bonanza years, up to the American housing and financial crises, when some Keynesian measures were taken to contain the reduced external demand and the changes in the foreign credit supply. Other measures – almost all in the public sector – were introduced, supposedly for a transitional period, but maintained for a longer extension of time than required by the partial recovery of the world economy after 2010. Dilma’s presidency, starting in 2011, represented the exacerbation of the worst kind of policies of the old school of ECLA’s (the Economic Commission for Latin America of the UN) “developmentalism”:  sectorial subsidies and tax exemptions, State intervention in the micromanagement of investment policies in the case of SOEs, requirements of local content in contracts for all public companies, a “new automotive investment framework” in a clear disrespect for WTO rules, and many other commercial and trade policies devices, as if Brazil still had an “infant industry” to protect. 

Adding to this confused set of improvised measures, there were political fixes and opportunistic manipulations of both interest rates and exchange rates, which resulted in increasing inflation, exaggerated devaluation and declining growth. At a certain moment Brazil had a totally contradictory picture of a declining unemployment rate and an increase in the insurance payments for the unemployed. More disturbing was the perspective of not having the national accounts properly reflecting the erosion of tax receipts, a true result of the fiscal falsification already in the run. When the terms of trade inverted the course, due to the lessening of China’s growth, the castle of cards start to crumble, although it was not immediately visible, precisely because of the hidden indicators in the public accounts. The downturn accelerated during the 2014 presidential campaign and was finally revealed in the open just after the ballots confirmed Dilma’s victory for a slight margin of votes. 

 

Dilma’s economic unraveling of Brazilian economy, or the Big Destruction

Again: the process of deformation of the Brazilian economy was not only the product of misguided economic policies during Dilma’s years. It is the result of many years of erroneous macroeconomic and sectorial policies during Lula’s presidency, which shaped the two main features of PT’s economic management: commoditization and deindustrialization. The economic consequences of Lula’s government were reflected first of all in the aggrandizement of the state, secondly in the over-stimulus of the demand side of the economy, combined to a total lack of care for its productive, for the infrastructure and against the basic requirements for a productivity growth, which would have required set of reforms – labor, taxation, social security, education, etc. – that were never undertaken by Lula or Dilma. 

Commoditization and early deindustrialization are the two sides of the same coin: an over reliance on the high price peaks of exported Brazilian commodities, and a gradual loss of competitiveness of the domestic manufacturing basis. Over valuation of the Real – due to the huge inflow of dollars – and high prices in the domestic supply – taxed for an average rate of 40%, either in goods or in services – turned Brazil into a very expensive country, inducing the middle class to look to external markets to purchase many durable items: Miami became the new big shopping mall for the affluent and even the less fortunate consumers of the middle class. At a certain point in the American crisis, Brazilian buyers were acquiring plenty of Florida low-priced condos, and flooding Miami shopping malls, for as high as 4 or 5 billion dollars a year in their purchases. 

The declining contribution of industry to national economic activity accelerated at a troubling pace in the final year of Lula’s presidency and during Dilma Rousseff’s entire first administration. The plunge in the trade surplus was catastrophic in the industrial section of the current transactions, although this situation did not create an immediate current account deficit because the floating exchange regime – albeit manipulated by the Central Bank with an eye in the inflation rate – intervened to rebalance the disequilibrium. But it became clear that the bad results reflected in the main economic indicators were not a mere side effect of an alleged “international crisis”, as proclaimed by the government, but a consequence of the bad policies entirely “made in Brazil”, by the government. 

The deindustrialization was not due to Chinese competition – although that was always present even if limited by high tariffs and antidumping measures – but was totally due to over-taxation, overregulation, super-protection and cartelization, as well as the already mentioned state intervention at every level, in all sectors. Excessive expenditures, a chronic deficit in the social security system (especially in the public sector), too low savings and investments rates, a marginal (if not negative) labor productivity growth, and a really poor rate of technology innovation (due to low quality education at every level) complete the bleak picture of the current Brazilian panorama.

The dramatic, negative growth in 2015 (-3,8% of GDP), and the very bad prospects for 2016 and 2017, that is, from recession to depression, clearly point to the longest and the worst crisis in the Brazilian economic history since 1931. Over a five-year period, we can estimate a loss, for the GDP, of about -10%, that is, Brazilians are becoming poor, and are due to stay in that condition for a while. Are there any prospects for an inversion of this vicious circle? Perhaps, depending on the posture to be taken by the politicians in the Congress: they have a rent-seeking behavior, but could help to invert Dilma’s Great Destruction if further deteriorations of Brazil’s risk assessments by rating agencies intervenes at any time. That will certainly happen when the domestic debt rises to new highs, that is, more than 70% of the GDP.

Those ratios of public debt do not seem to be very upsetting, taking into account the Maastricht criteria of national debt (60% of the GDP, also considering 170% for Greece and more than 270% for Japan), but the real question is not its absolute value, but its cost. Interest rates in the case of public debt in Brazil can be as high as 14% (half of that in real terms), a significant part of that being of a short-term maturity; the already higher expenditure in the public budget is the service of the debt, as high as 7% to 8% of the GDP, which is a truly unsustainable charge. Of course, in the bonus side of the picture, Brazil possesses enormous natural resources, a largely renewable energy matrix (based mainly in water powered electricity), a very competitive agribusiness, no foreign conflicts to be dealt with, an active professional diplomacy and a well prepared state bureaucracy (especially federal prosecutors and investigators, who are dealing with the worst corruption case in the Brazilian history, with the Worker’s Party occupying the center stage of the crime scene, as its apparatchiks ransacked the state oil company, Petrobras, and probably many other state companies as well).

 

What’s to be done, after the economic and political deluge?

But, the big word, today, in Brazil, is uncertainty: we do not know what will be the value of the Real in dollars, tomorrow, the next week, or the next month; we do not know the depth of the deficits, the ceiling for the reference interest rates (today at more than 14%); how deep will go the unemployment; if the investments will continue to be completely paralyzed; and we do not even know if we’ll have this one or another government in a matter of weeks or months. Uncertainty, and insecurity, those are the words of the moment in Brazil. How can an entrepreneur make plans for a year, two years, or five years ahead? Economists were overtaken by the most pessimistic statistics in 2015. Even experienced political analysts do not try to even guess, or imagine, what the immediate political future could be at the beginning of 2016.

This complex set of problems requires, at the economic level, three sets of measures to be instituted simultaneously: (a) urgent measures that have to be adopted in terms of fiscal adjustment and budget balancing, followed by (b) medium term decisions that have to be taken to promote confidence building adjustments, facilitating the return of investments, and (c) the launching of a long term program of structural reforms in order to create a new institutional framework looking for the recovery of competitiveness of the Brazilian industry, and creating a solid basis for a productivity overhaul of the economy. At the political level it is almost impossible to foresee any stable governance in the months ahead. Reforms are also due at the sphere, but the political system is plagued by a myriad of small and opportunistic parties, and regional differing interests, all of which makes an impossible dream to have a stable governing coalition.

Political and economic crises are sustaining each other, and it is difficult to tell where the Gordian knot is. Who will deliver the decisive coup? No guesses for the moment…

Chanceler acidental já defendeu a "luta armada" democrática da época da ditadura


A história é conhecida, mas ela vem a público novamente por meio desta postagem de antigo debate no programa "Pingos nos iis" da Rádio Jovem Pan, ocorrido em janeiro de 2019, antes que o jornalista Augusto Nunes adotasse uma outra postura em relação ao governo Bolsonaro:

O jornalista lê um trecho de matéria da revista IstoÉ, de janeiro de 2019, que reproduz parte da fala do então ministro-conselheiro da embaixada do Brasil em Washington, na parte que ele diz que "especialmente entre os jovens não havia a esperança de que a democracia pudesse ser restabelecida por meios pacíficos", reafirmando que "essa luta [armada] foi importante, como parte de um movimento geral em direção de mais democracia". 

Ou seja, o atual chanceler já fez, em 2011, uma defesa enfática da "luta armada pela democracia" na qual se tinha engajado a guerrilheira Dilma Rousseff. Isto porque era ministro conselheiro na embaixada em Washington e cumpria, até com zelo, o seu papel de defender o governo, qualquer governo, e quaisquer que tenham sido, no passado, as ações públicas de seus integrantes. Nisso ele atuou como um perfeito enquadrado no carreirismo – ou oportunismo – de um servidor, não do Estado, mas do governo de plantão.

Pouco depois, eu, que não tinha tomado conhecimento dessa declaração de meu colega de carreira, mas que me encontrava em Paris, dando aulas na Sorbonne, pois que o mesmo Itamaraty, de dona Dilma Rousseff e seus diplomatas amestrados continuavam a me recusar qualquer cargo na Secretaria de Estado das Relações Exteriores, e aproveitei uma "licença prêmio" a que tinha direito legalmente, para me afastar por alguns meses do Brasil, e continuar exercendo minha segunda carreira, a de professor universitário.
Quando a presidente veio, mais uma vez, defender o "sentido democrático" da guerrilha a que pertenceu, não hesitei em contestá-la, o que foi publicado na revista Veja. Tenho este registro, de maio de 2012:

Sobre isto:

A presidente Dilma Rousseff empossou nesta quarta-feira, em Brasília, os sete integrantes da Comissão Nacional da Verdade, grupo de trabalho que irá apurar violações de direitos humanos durante a ditadura militar, entre os anos de 1946 e 1988. Com voz embargada, a presidente negou que o colegiado busque “revanchismo” ou a possibilidade de “reescrever a história”. Ex-integrante da organização clandestina VAR-Palmares, a presidente se emocionou ao relembrar os “sacrifícios humanos irreparáveis” daqueles que lutaram pela redemocratização do país...

Como ex-integrante de dois desses grupos que alinharam contra o regime militar, no final dos anos 1960 e início dos 1970, posso dizer, com pleno conhecimento de causa, que NENHUM de nós estava lutando para trazer o Brasil de volta para uma "democracia burguesa", que desprezávamos.
O que queríamos, mesmo, era uma democracia "popular", ou proletária, mas poucos na linha da URSS, por nós julgada muito "burocrática" e já um tantinho esclerosada.
O que queríamos mesmo, a maioria, era um regime à la cubana, no Brasil, embora alguns preferissem o modelo maoista, ainda mais revolucionário.
Os soviéticos -- e seus servidores no Brasil, o pessoal do Partidão -- eram considerados reformistas incuráveis, e nós pretendíamos um regime revolucionário, que, inevitavelmente, começaria fuzilando burgueses e latifundiários. Éramos consequentes com os nossos propósitos.
Sinto muito contradizer quem de direito, mas sendo absolutamente sincero, era isso mesmo que TODOS os desses movimentos, queríamos.
Essa conversa de democracia é para não ficar muito mal no julgamento da história.
Estávamos equivocados, e eu reconheço isso. Posso até dar o direito a outros de não reconhecerem e não fazerem autocrítica, por exemplo, dizer que nós provocamos, sim PROVOCAMOS, o endurecimento do regime militar, quando os ataques da guerrilha urbana começaram. Isso é um fato.
Enfim, tem gente que pode até querer esconder isso.
Mas eles não têm o direito de deformar a história ou mentir...

A revista Veja, em sua edição do sábado 19 (data de capa 23/05/2012), reproduziu trecho desta postagem, desta forma: 

O sociólogo Paulo Roberto de Almeida, que pertenceu a grupos de insurreição armada contra o regime militar brasileiro, colocou a questão com muita clareza:
"Como ex-integrante de dois desses grupos que se alinharam contra o regime militar, posso dizer, com pleno conhecimento de causa, que nenhum de nós estava lutando para trazer o Brasil de volta para uma 'democracia burguesa', que desprezávamos. Nós pretendíamos um regime revolucionário, que, inevitavelmente, começaria fuzilando burgueses e latifundiários."
Essa é a verdade. É uma afronta à história tentar romantizar ou edulcorar as ações, os métodos, as intenções e as ligações com potências estrangeiras dos terroristas que agiram no Brasil durante o período militar.

The (non-)continuity of Lula’s diplomacy under Dilma Rousseff

Dilma Rousseff, president of Brazil by favor and grace of her mentor and patron, Luiz Inácio Lula da Silva, was expected to preserve, in her first government (2011-2014), the same political foundations, similar agenda priorities, and, probably, a comparable set of international commitments that characterized Lula’s diplomacy during the first eight years of PT’s governments (started in 2003). If those were the intentions of the party leaders – beginning by Lula himself –, the effective results (if any), by whichever criteria that we can pick to evaluate them, were below their expectations, certainly for the party apparatchiks, but also for the public opinion, at large, and for the diplomats themselves. If she tried to follow the aims and goals – but certainly not the style – of her more illustrious predecessor, she never succeeded, or perhaps, that was impossible, since her début. In fact, by personal features, political inclinations or some other reasons, Dilma’s achievements in foreign policy – if there was a single one – can be defined as mediocre, at the best, or irrelevant, to be realistic. 
Reasons for the pity attainments in foreign policy are not difficult to devise, starting by the most important one: Lula, who never departed from the presidency, really, also acted, not infrequently, as a kind of “shadow foreign minister”, traveling extensively with plenty of facilities – executive jets, embassy receptions, almost as a second head of State for Brazil – given by big Brazilian companies logistics, not to mention the political support of the diplomatic network abroad, and arranging (at least according to his declarations) new business opportunities for those companies, in reality building his own personal interests and strengthening the profits of his new patrons. Personality is also something to be counted in the erratic record of this accidental president: where Lula kept just one foreign minister during the whole period of his two mandates, Dilma replaced her two first diplomats as foreign minister, and kept her third at the beginning of her second (disputed) mandate. Even her closest advisors were not afraid to recognize her irritable behavior, bursts of rage and a notorious lack of esteem for the nuances of the diplomatic life and rituals. 
Those factors – an overbearing shadow, and a difficult personality – explain, probably, half of the lack of success of Dilma’s foreign policy, the other half being the different circumstances surrounding her first government, a complete failure in domestic economic affairs (by her own creation) and a deterioration of the political affairs in the regional scenario, starting by Venezuela, but also for the USA cases of hearing activities against Brazil and herself. She declined to undertake a State visit to Washington because of those findings – revealed by Edward Snowden – and choose to strengthen the cooperation with the Brics countries, at a moment when they also started to lack the same brilliance that they enjoyed since the beginning of the 2000s.
At the institutional level, things were not so different vis-à-vis the conceptual hybrid created since the beginning of Lula first government: decision-making process continued to be divided – even if at a uneven basis – between the PT’s views and political preferences (in particular those of the Cuban friendly foreign policy advisor of the presidency, a longtime International Secretary for the PT), and the Itamaraty high officials, hand picked by the adherence to, and conformity with, those views. Itamaraty’s role continued to be relevant mostly for the operational conduct of the diplomacy, but decisive choices always had to be delivered by party fiat. With a lack of the same “ideologues” of the first mandate, and the absence of president’s empathy for the nuances and customs of diplomatic activities, the performance suffered an evident decline, if not a complete deficiency of visibility. 
 It rapidly became clear that the meager theoretical views and the poverty of the conceptual diplomatic universe of the new actors involved in foreign policy-making, combined with the crude “developmentalist” and nationalist approach of the economic team – starting by the president herself – were depriving Brazil of any significant role in the important international discussions in forums such as the financial G20, but also at the regional level, were Mercosur and Unasur had their respective agendas neutralized by the Argentinians peronists – in the first case – or sequestered by the Bolivarian chavistas, in the second case. Brazil had the unfortunate privilege to be managed by the Chinese of the Russians at the international level, and led by the Venezuelans in the region. During the two previous administrations, the nonchalance, but also the impulsiveness, of Lula guaranteed at least some luminous roles for the Brazilian diplomacy; with Dilma, even that faded away.
To be honest, as far as the technical support and the operational substantiation of the diplomatic game are concerned, things improved for Itamaraty, as there was a reduction in the large number of political players involved in foreign policy (many party apparatchiks were abated by corruption scandals or left the government under Dilma), even if political agenda-setting continued to be controlled by a strict party orientation. So, the most important choices – South-South diplomacy, preference for the old leftist, or dictatorial, partners in the continent and elsewhere, mistrust towards “hegemonic” powers, etc. – preserved the same standards of conduct and patterns of relationships as in the preceding administration, but the lack of commitment of the president for the complexity of some diplomatic dossiers (regional integration, for instance, but also trade negotiations, and so on), and the above mentioned traits of her personality contributed to give Brazil a lesser role in determining South American affairs or in creating new opportunities for Brazilian businessmen with the traditional partners in Western Europe or North America. 
As regards the three major issues at the top of Lula’s hyper-activist foreign policy agenda – namely (a) obtaining a permanent seat in the United Nations’ Security Council; (b) securing a successful conclusion of the Doha Round of trade negotiations, and (c) strengthening and reinforcing Mercosur as a customs area – not a single progress was reached, but certainly not due to Dilma’s faults (except, perhaps, the complete lack of advances in any new regional trade agreement). In place and lieu of facilitating Mercosur’s reinforcement and expansion, according to the bloc’s rules and commercial requirements, there was an easy negotiation and entrance of new partners exempted of the same disciplines as the old members, especially the Single Customs Tariff and other mandatory trade rules. In fact, Mercosur, as much as Unasur, became just a setting for presidential political speeches, and for integration rhetoric without any real integration advancements.
While resisting intrusive activities of some major powers – such as the NSA penetration of Brazilian reserved communications, including the president herself – Dilma gave some attention to a few diplomatic priorities of Lula’s government: at least two interregional summit meetings with Africa and Arab countries, one IBAS meeting, and the annual ballet of the Brics group, with a new entrant, South Africa. Other issues also appeared, or reappeared, on the diplomatic agenda: reforming international economic institutions, a pet subject in the summits of the financial G20 and also within Brics. At this forum, the most important – at least from the point of view of PT’s diplomacy – issue was the creation of a New Development Bank (but with headquarters in Shanghai), dedicated to the financing of projects in the developing world, and a Contingent Reserve Agreement, a sort of IMF-like facility in case of disequilibria in external accounts. Brazil also adhered to the China proposed Asian Infrastructure Investment Bank, just for not being left out. 
So, Dilma has been less diplomatically outspoken than it was the case with Lula, and she certainly cannot emulate, or even try to imitate, the exaggerated presidential hyper activism of his mentor and “protector” (some would simply say “boss”). Additionally, besides making it difficult to manage items on the foreign political agenda with a personality who clearly has no elective affinities with the diplomatic style and substance, Itamaraty has suffered tremendously from the deep budgetary and economic crisis that has engulfed Brazil since the middle of Dilma’s first mandate. Her second mandate started with a deepening of that crisis, which evolved towards a governance crisis, menacing the continuity of her presidency. At the heart of the serious political crises, succeeding accusations of a vast scheme of corruption conduct by PT against Petrobras and some other public agencies, is a lack of confidence by politicians and the business community in her capacity to manage the economy during hard times. In those circumstances, no far-reaching diplomatic decisions or new initiatives can be made either by Itamaraty or the president herself, without a necessary background work by the former, or under reflection and guidance by the second, deprived of any strong influence over the public opinion or the governance community (mainly, the Parliament, which regained independence).

While it cannot be denied that Brazil continue to be an influential actor on the international and regional scenarios, and that its diplomatic staff is intellectually well equipped to defend its national interests, to gain international prominence while in the midst of such crises – economic, political, moral – is highly unlikely. Dilma’s erratic first mandate has undermined the real basis of Brazil’s economic stabilization, the foundations of which were lain during Fernando Henrique Cardoso’s presidency (fiscal responsibility, exchange flexibility, and a good management of domestic debt and foreign accounts). In fact, Brazilians discovered that the accountability for those important elements of macroeconomic stability has completely disappeared: the target system for inflation vanished in face of a doubling of stated goal; the exchange rate fluctuation regime has been manipulated by the Central Bank since the beginning of her mandate (always for “developmentalist” purposes), the primary surplus in the management of the national budget was replaced by a nominal deficit superior to 8% of the GDP, and a law mandating fiscal responsibility (that prevents high-ranking politicians from spending irresponsibly and leaving debt for their successors) was eroded by secret mismanagement of the national accounts. The whole matter left the political realm to be transferred now to the high tribunals: the Supreme Court and the Electoral Tribunal, and is due to finish at the Parliament.
The large capital of sympathy acquired by Lula around the world is also being squandered by accusations of briberies and corruption in the “dubious affairs” that the ex-president has conduct with some prominent capitalists in many African and Latin American countries. Without good economic governance it is difficult to conduct good diplomatic transactions with bilateral partners and within multilateral forums. Despite the fact that PT governments have had, at their disposal, very large resources for self-publicity – and could count on the general public’s ignorance of the foreign policy agenda, given that Brazil has few research centers dedicated to international issues – public opinion arouse not only for the internal corruption schemes, but also for the fact the PT governments have contributed with other very large sums to some despicable dictatorships, in the region and elsewhere. Consequently, this government latitude of action in foreign affairs has substantively diminished. This is a new reality that affects not only domestic policies, but also the very heart of Brazilian diplomacy.

Primeiro, o meu aplauso por te manteres, e a mim, ao corrente da atualidade, apesar da recomendação dos verdadeiros amigos, e minhas, de que te relaxes nesses preciosos e, infelizmente curtos, momentos de descanso e reflexão.

Fico deveras sensibilizado com tuas judiciosas considerações a respeito das insídias da imprensa estrangeira. Que querem nos lançar à vala comum dos  néscios e idiotas de uma sub-raça, não tenho dúvidas.
Vou tomar providências enérgicas a respeito. E aqui, penso eu, quem sabe poderíamos cancelar umas participações olímpicas declarando persona non grata em casos mais flagrantes?

A propósito: estamos a setenta e poucos dias da abertura do evento, e, reitero-te, conto com tua presença a abrilhantá-la. Serás o lábaro que ostenta estrelado o verde-louro de nossa flama. Não abro mão. Mano a mano hemos quedado por tantas veces, y ahora, más que nunca, és llegada la vez que el mundo nos vea juntitos. Hermanos, otra vez.

Ah, quase que me esquecia: agora que estou sob os holofotes, naturalmente sem querer, alguma boa alma lembra-se de suscitar o meu lado literário. Pois é, de constitucionalista ferrenho que sou, dei minhas escapadelas românticas. Poucas, é verdade. E tudo no rigor da simbologia, do onanirismo...Mas vê: estou te enviando pelo mesmo emissário um exemplar de meu livro, Anônima Intimidade. Estou seguro de que te fará arrepiar. Moderadamente, penso eu. Foi composto a partir de anotações em guardanapos, em meus intermináveis voos BSB-SP-BSB.
E já não tenho mais essa sinecura. A todo tempo me demandam, uma loucura. E como sabes, passar dois fins de semana seguidos em BSB é dupla tortura.

Estou buscando um garçom, que fale ao menos français para servir o cafezinho no Planalto. De boa aparência, e apolítico. Não podemos misturar as cores, perdão, coisas. É meu estilo, vem de berço - e um terço.

Dilma Rousseff começou ontem a se despedir da cadeira de presidente do Brasil. Pouco mais de um ano depois de reeleita e de 13 anos de PT no poder, a Câmara autorizou o processo de impeachment da petista por crime de responsabilidade. Isolada, sem apoio da grande maioria dos partidos de sua ampla coalizão eleitoral, Dilma dificilmente terá forças para impedir que o Senado abra o processo e a afaste do cargo, numa votação por maioria simples, nas próximas semanas. Em guerra declarada com o PMDB de seu vice Michel Temer, maior partido do Congresso, a presidente teve menos votos do que esperava o Planalto. Foi o que se viu também nas ruas por todo o país, onde as manifestações pró- impeachment reuniram mais público do que as de apoio ao governo. 

Não surtiu efeito sequer o esforço do ex-presidente Lula, cuja nomeação como ministro para escapar do juiz Sérgio Moro, da Lava- Jato, ajudou a agravar a crise. Temer assumirá por 180 dias assim que o Senado abrir o processo Por 367 votos a 137, a Câmara dos Deputados aprovou ontem a autorização para a abertura do processo de impeachment contra a presidente Dilma Rousseff, um ano e três meses depois da eleição que lhe deu 54,5 milhões de votos. É a segunda vez desde a redemocratização que o Senado é autorizado a processar um presidente da República. Assim, após quase 24 anos da saída de Fernando Collor de Mello do Palácio do Planalto, o Congresso poderá voltar a afastar de seu mandato nas próximas semanas um presidente eleito. A eventual saída de Dilma simboliza não só uma derrota individual da presidente, mas o fim dos 13 anos de governos do PT.

A decisão foi tomada após uma série de sessões que se iniciaram na manhã de sexta- feira e tomaram duas madrugadas seguidas. A votação ocorreu sob clima de tensão. Condutor do processo e réu na Lava- Jato, o presidente da Câmara, Eduardo Cunha ( PMDB- RJ), foi alvo de faixas e gritos, mesmo entre aqueles que votaram pelo impeachment. A migração de votos foi determinante para a derrota de Dilma. Também houve, no plenário, ataques ao vice Michel Temer, que assistiu à votação em seu QG, em Brasília. Conforme avançava a votação, maior era o clima de festa no Palácio do Jaburu, residência do vice. Coube a Bruno Araújo ( PE), ex- líder do PSDB na Câmara, o fatídico voto 342, que corresponde a dois terços da Câmara, às 23h07m.

O processo segue agora para o Senado, que deve instalar já na quarta- feira a comissão especial para analisar se Dilma cometeu crime de responsabilidade ao praticar as chamadas “pedaladas fiscais”. Caso a maioria dos senadores decida abrir o processo, Dilma será afastada imediatamente por até 180 dias, enquanto a Casa analisa se há provas para cassar seu mandato em definitivo. O presidente do Senado, Renan Calheiros, deseja realizar essa votação entre os dias 10 e 11 de maio. Outros senadores, no entanto, já tentam encurtar esse prazo para afastá- la antes.

Ao longo do dia, cerca de 150 mil pessoas foram às ruas, nos 26 estados e no Distrito Federal. Contrariando expectativas de tensão, os protestos ocorreram de forma pacífica. No momento do voto decisivo, manifestantes pró- impeachment explodiram em clima de Copa do Mundo.

Após andar de bicicleta nos arredores do Palácio da Alvorada logo cedo, a presidente se fechou na residência oficial com seus mais próximos aliados e se debruçou sobre a contabilidade dos votos. Desde cedo, no entanto, o clima no governo e no PT era de pessimismo. O ex-presidente Luiz Inácio Lula da Silva ainda voltou de manhã para Brasília na tentativa de garantir alguns votos que impedissem a derrota. Não surtiu efeito. No Congresso, o deputado Sílvio Costa ( PTdoB-PE), o mais folclórico e histriônico defensor da presidente Dilma, era um dos poucos que ainda tentavam mostrar convicção de que a vitória era possível.

A presidente acompanhou a votação com seu principal auxiliar, o assessor especial Giles Azevedo, o ministro chefe de gabinete, Jaques Wagner, o ministro da Secretaria de Governo, Ricardo Berzoini, e os governadores Tião Viana ( PT- AC), Waldez Goes ( PDT- AP) e Camilo Santana ( PT- CE). Lula passou a maior parte do dia com Dilma, mas voltou para o hotel que se transformou em seu QG pouco antes da votação, e retornou ao Alvorada quando 113 votos já haviam sido dados. Nesse momento, estavam todos calados no Alvorada, concentrados, fazendo as contas dos votos.

No Jaburu, o clima era oposto. Reunidos com seus assessores mais próximos, com o senador Romero Jucá e com os ex- ministros Eliseu Padilha e Henrique Eduardo Alves, Jucá e Padilha foram os principais articuladores da vitória do vice- presidente na votação de ontem e desde o início da votação viam os votos no plenário espelhar rigorosamente suas planilhas. Tranquilos, quando os cem primeiros votos pró- impeachment haviam sido dados, a vitória já era considerada garantida. No Salão Verde da Câmara, os próceres do Movimento Brasil Livre ( MBL), entre eles Kim Kataguiri e Renan Santos, faziam transmissões em redes sociais colocando o impeachment no pretérito antes mesmo de a votação se iniciar.

Com o peso da votação da Câmara, lideranças que defendem o impeachment pretendem reduzir os prazos no Senado. O novo presidente nacional do PMDB, senador Romero Jucá (RR), disse que o ritmo será definido “pelas circunstâncias”. A ideia é que haja um acordo para uma data intermediária, com a votação que pode afastar Dilma ocorrendo entre os dias 4 e 5 de maio. De acordo com o levantamento do GLOBO, 46 dos 81 senadores aprovariam o impeachment. São necessários 50% dos votos dos presentes mais um.

Câmara aprova prosseguimento do impeachment de Dilma

• Às 23h07 deste domingo, 17, a oposição ao governo da presidente petista alcançou os 342 votos necessários para a admissibilidade do processo; governo diz que lutará no Senado

BRASÍLIA - A Câmara dos Deputados aprovou neste domingo, 17, o prosseguimento (admissibilidade) do processo de impeachment da presidente Dilma Rousseff no Congresso. A vitória da oposição, que atingiu os 342 votos necessários às 23h07, dimensiona o isolamento político da petista. Apesar de ter oferecido cargos em troca de votos, Dilma não conseguiu reunir os 172 apoios para travar o impedimento na Casa. Apenas PT, PC do B e PSOL permaneceram totalmente fiéis ao lado de Dilma na votação em plenário, que começou 17h46. A presidente, segundo relatos colhidos pelo Estado, afirmou que não renunciará ao cargo para o qual foi eleita pela segunda vez em 2014 e disse que vai lutar para manter o mandato no Senado.

A vitória da oposição foi comemorada nas ruas das principais capitais brasileiras, logo após o plenário da Câmara dos Deputados ter referendado o relatório do deputado Jovair Arantes (PTB-GO), que recomendou o julgamento de Dilma no Senado pelo crime de responsabilidade.

De acordo com o relator, a presidente desrespeitou a lei na abertura de créditos suplementares, por meio de decreto presidencial, sem autorização do Congresso Nacional e tomou emprestados recursos do Banco do Brasil para pagar benefícios do Plano Safra, nas chamadas pedaladas fiscais. Dilma nega ter cometido crime. A sessão deste domingo foi presidida por Eduardo Cunha (PMDB-RJ), alvo de inquérito no Supremo Tribunal Federal (STF) por conta das investigações da Operação Lava Jato.

A partir de agora, confirme o rito do impeachment determinado pelo Supremo, o processo será analisado pelos senadores. O vice-presidente Michel Temer (PMDB) acompanhou a votação no Palácio do Jaburu, junto de aliados. Conforme o STF, Temer só assumirá o cargo se Dilma renunciar ou após o Senado considerar a denúncia admissível e decidir que ela precisa ser afastada por até 180 dias, período no qual acontecerá o julgamento final da presidente na Casa, composta por 81 senadores. A previsão é de que essa etapa do processo dure ao menos até a primeira quinzena de maio.

Neste domingo, o Placar do Impeachment no Senado do Estado mostra que a situação é desfavorável ao governo: 44 favoráveis ao impeachment e 21 contra o afastamento da presidente.

Câmara dá aval a impeachment de Dilma; Senado decidirá afastamento

BRASÍLIA - A Câmara dos Deputados aprovou na noite deste domingo (17) a abertura do processo de impeachment contra a presidente Dilma Rousseff (PT).

Em seis horas de votação, foram 367 votos a favor e 137 contra. Ausências e abstenções somaram nove votos.

O 342º voto em favor do impedimento, atingindo a barreira de 2/3 da Casa necessários para a aprovação, foi dado pelo deputado Bruno Araújo (PSDB-PE). Os debates na Câmara haviam começado às 8h55 de sexta (15).

No momento do voto de Araújo, haviam 127 votos contrários ao impeachment, 6 abstenções e 2 ausências. Ainda faltavam 36 deputados para votar.

"Quanta honra o destino me reservou de poder da minha voz sair o grito de esperança de milhões de brasileiros, senhoras e senhores. Pernambuco nunca faltou ao Brasil, carrego comigo nossas histórias pela liberdade e pela democracia. Por isso eu digo ao Brasil: sim!", afirmou Araújo ao declarar seu voto.

Entre os deputados que haviam declarado o voto, o único que trocou de lado foi o ministro da Aviação Civil, Mauro Lopes (PMDB-MG). Lopes, que havia declarado que votaria contra a abertura do processo de impeachment, votou a favor da ação no plenário da Câmara.

Outras mudanças, mas que na prática não mudaram o resultado da votação, foram os votos de Beto Salame (PP-PA) e Gorete Pereira (PR-CE), que haviam se posicionado a favor do governo, mas se abstiveram no momento da votação.

Senado
A presidente, atingida pela queda de popularidade em razão da crise econômica e das investigações da Lava Jato, ainda não será afastada do cargo, no entanto. Para que isso ocorra, a decisão dos deputados tem de serreferendada pelo Senado por maioria simples, o que deve ocorrer no início de maio.

Com isso, Dilma se une a Fernando Collor (PTC) no rol de mandatários que tiveram o impeachment aberto pela Casa após a redemocratização do Brasil –o hoje senador alagoano acabou renunciando antes do julgamento que lhe cassou direitos políticos. Em 1999, Fernando Henrique Cardoso (PSDB) escapou da abertura após vencer recurso em plenário contra o arquivamento de pedido do PT.

A partir da publicação do resultado, o Senado terá dois dias para receber a comunicação da abertura e formar uma comissão especial para analisar a admissibilidade do caso. Hoje a tendência é de que os senadores também aprovem a abertura do processo -o placar da Folha aponta ao menos 47 votos favoráveis, de 41 necessários.

Se isso ocorrer, Dilma será afastada por até 180 dias e julgada pelo plenário da Casa, em rito comandado pelo ministro Ricardo Lewandowski, presidente do Supremo Tribunal Federal.

Assumirá então a Presidência, durante o julgamento, o vice Michel Temer (PMDB). Rompido publicamente com Dilma desde dezembro e acusado pela ex-companheira de chapa de ser golpista e conspirador, Temer passou as últimas semanas angariando apoio para o impedimento e articulando a viabilidade política de seu governo.

Já Dilma e seu mentor político, o ex-presidente Luiz Inácio Lula da Silva, passaram os últimos dias em um verdadeiro cabo de guerra para tentar esvaziar a vantagem do voto pró-impeachment.

Perda de força
O Planalto vinha perdendo força desde a saída do PMDB de Temer de sua base no mês passado, movimento tumultuado já que vários ministros do partido resistiram a deixar o cargo.

Na semana passada, o processo ganhou ímpeto com a aprovação em comissão especial do relatório do deputado Jovair Arantes (PTB-GO), que pedia o impeachment devido às chamadas pedaladas fiscais e à abertura de créditos extraordinários sem autorização do Legislativo.

Os críticos do impeachment consideram que os motivos não configuram crime de responsabilidade, figura estabelecida em lei para justificar o processo. As pedaladas foram manobras fiscais que utilizaram recursos de bancos oficiais de forma indevida –o custo para quitá-las, pago no fim de 2015, foi de R$ 72,4 bilhões.

Na sequência, os partidos médios com que Lula e o governo contavam para ocupar o espaço do PMDB na administração em troca dos votos em favor de Dilma também abandonaram o barco. O PP foi o primeiro, seguido pelo PSD e pela maioria do PR.

A partir de sexta (15), Lula comandou uma última ofensiva, e obteve alguns sucessos em negociar a abstenção de deputados. No sábado (16), o "Diário Oficial" rodou em edição extra com uma enxurrada de nomeações para cargos de segundo escalão, mas o estrago estava feito.

Como o líder petista disse a uma plateia composta por sem-terra e pequenos agricultores, a barganha foi exaustiva dos dois lados do balcão.

"É uma guerra de sobe e desce. Parece a Bolsa de Valores. O cara está com a gente uma hora e em outra não está mais, e você precisa conversar 24 horas por dia para não deixá-los conquistar os 342 votos", discursou o ex-presidente.

Temer
Do lado de Temer, houve intensa movimentação. Apesar de registrar defecções, o comando peemedebista contabilizava até 370 votos em favor do impeachment no sábado, número semelhante ao apurado pelo mapa do PSDB e de outras siglas de oposição.

Apesar de ter a caneta na mão, como o "DO" extra ilustrou, Dilma já não oferecia perspectiva de governabilidade. Para cada oferta de cargo, havia uma contraproposta sólida por parte dos peemedebistas.

A movimentação foi frenética, com boatos de todo tipo na praça: ora uma leva de deputados do PP iria votar em favor do governo, ora o PSB também teria defecções importantes. Notas com negativas e reuniões intermináveis entraram pela noite brasiliense.

Uma feijoada na casa do vice-presidente da Câmara, Waldir Maranhão (PP-MA), reunindo ministros e governistas, chegou a comemorar o que seria a virada para o governo. Só que a romaria rumo ao Palácio do Jaburu, residência do vice-presidente, se tornou mais intensa, e a suposta onda pró-Dilma quebrou na praia.

Não funcionou para o PT. Agora a articulação que resta ao governo buscará votos no Senado e o apoio do presidente da Casa, Renan Calheiros (PMDB-AL), que vinha apoiando com distância Dilma.

Poucos acreditam que o afastamento da presidente não vá ocorrer agora -neste caso, ela mesma disse em entrevista que será "carta fora do baralho.
