Greece Before the AbyssOnly Bankruptcy Can Help Now
The assumptions on which the current program was based in February are no longer valid. At that time, it was thought that the Greek economy would only contract by 4.5 percent this year, but now it appears that this figure will be closer to 7 percent. This would mean even fewer tax receipts and even more social expenditures. What's more, given these circumstances, it's almost irrelevant that the Greek government is expected to ask for a two-year extension, to 2016, of the agreed austerity plan.
One thing is clear: In addition to more time, Greece also needs more money. And those who have been financing it thus far -- primarily the major euro-zone countries and the IMF -- are either unwilling or unable to give the country any more. In political terms, that is completely understandable: One can only imagine the earful that German Chancellor Angela Merkel would get if she were to present a third aid package for Greece before the Bundestag, Germany's parliament. In fact, the members of her own conservative coalition would probably chase her out of the building.
Truth be told, Merkel only has herself to blame for the fact that she is stuck in this pickle. She dug in her heels too much in insisting that the problems of Southern European countries could only be solved by drastic belt-tightening, and that what the Greeks were really lacking was the will to do what was necessary. Now she can hardly abandon this way of interpreting the crisis.
Delaying the Inevitable and Necessary
If it was ever the goal of Merkel and her allies to rescue Greece from bankruptcy, then they have failed. The only thing the drastic austerity measures have done is to exacerbate the economic crisis and push Greece's debts even higher. Nevertheless, the creditors have insisted on moving forward with their plan -- even though it already became clear long ago where it was heading.
The end of this approach now appears to have been reached. Neither euro-zone countries nor the IMF can provide Greece with more aid without sacrificing their own credibility. Given these circumstances, there is only one option left: Greece must go broke.
European politicians have balked from taking this step -- probably also because the new permanent bailout fund, the European Stability Mechanism (ESM), which is supposed to cushion the economic impacts of a Greek bankruptcy, has yet to enter into force.
A Greek bankruptcy would already be costly enough at the moment. Estimates say that it would cost Germany alone some €80 billion. Lest this figure climb any higher, the right thing to do would be to finally make that one fateful step.
No matter how unpredictable the consequences of a Greek bankruptcy might be, it appears to offer the only chance to resolve the messy situation. In this way, Greece would be free of its debts and would have a chance to make a fresh start -- either as part of the euro zone or not. And the creditors in Berlin and Brussels could finally free themselves from the spiral of threats and rescue actions that they have gotten themselves into.
A privatizacao envergonhada dos companheiros, e a mistificacao politica e economica...
Eles agora pretendem, de maneira fraudulenta, que não estão fazendo privatização, e sim concessões. Haverá concessão para os usuários também, ou vamos ter de pagar por serviços cobertos por impostos e não oferecidos pelo Estado? Faz alguma diferença?
Nunca antes se mentiu tanto no Brasil...

A ignorancia impressa: a reserva constitucional de mercado para jornalistas
A reserva de mercado do jornalismo de carteirinha, geralmente o mais medíocre, corre o risco de ser constitucionalizada, depois de ter sido ilegalizada pelo STF. Ou melhor, quem corre o risco somos nós, todos nós, já que os ignorantes ameaçam voltar, para maior desgraça da imprensa que ainda ficou livre das amarras do Estado.

PARAGUAY DEBE RECURRIR A LA HAYA EN RECLAMO DE JUSTICIA
El Paraguay como país libre y soberano debe defender sus derechos ante todas las instancias correspondientes, en particular, la Corte Internacional de Justicia de La Haya y si bien Argentina y Brasil, no reconocen ésta jurisdicción para dilucidar hipotéticas controversias entre Estados soberanos que entren en conflicto, el Uruguay, sí la admite , y de esta forma, constituye una sobrada razón para que Paraguay recurra sin más trámites a este Alto Tribunal en reclamo de justicia, peticionando se declare ilegal e ilegítima la decisión de los tres países citados de excluir arbitrariamente al nuestro del MERCOSUR.
La Corte Internacional de Justicia, que funciona desde 1946, es un organismo estructuralmente inmune a las corrientes ideológicas que dominan el escenario político mundial, y su misión se encuadra estrictamente al ámbito contencioso y/o consultivo que los países de la ONU someten a su fuero para su examen y ulterior resolución de eventuales litigios que los enfrente.
En conocimiento, entonces, que los Tribunales de la ONU se circunscriben a administrar justicia con criterio equitativo e imparcial, no descartándose obviamente casuales pero remotas liviandades del factor humano, la causa paraguaya, entendemos, será juzgada con la objetividad requerida, lo que entraña un probable éxito de nuestras pretensiones, considerando que en ambos contextos, el juicio político a Fernando Lugo, primero, y su arbitraria consecuencia, la ilegal suspensión del bloque regional, el Paraguay lleva la impronta victoriosa por el volumen de los testimonios y evidencias arrojadas por el inadmisible atropello de Argentina Brasil y Uruguay de las normas regionales y de los mandatos expresos del Derecho Internacional.
Un agravante voluminoso que condena irremediablemente al actual gobierno charrúa, son las expresiones de su presidente, José Mujica, que en plan de justificar la decisión de suspender temporalmente a Paraguay de sus derechos de participar de las deliberaciones de los órganos constitutivos del proceso de integración, comete el garrafal desliz de confesar públicamente que lo político primó sobre lo jurídico, usurpando, con esa rotunda enunciación, la potestad innata del Derecho para ventilar controversias en el MERCOSUR, subordinándolo bastardamente a las conveniencias políticas de los gobernantes de turno.
La Presidencia de la Delegación Paraguaya en el Parlamento del MERCOSUR, exhorta al Poder Ejecutivo, que a través del Ministerio de Relaciones Exteriores, a que indefectiblemente instaure una acción contra su homólogo del Uruguay, que, en esta emergencia, cargará con todo el peso de las imputaciones promovidas por el demandante, visto que Argentina y Brasil quedarán exceptuados, salvo que presten su Acuerdo para sentarse en el banquillo de los acusados junto al demandado.
El caso paraguayo, dejará a no dudarlo, un precedente de hierro en la comunidad internacional, forzando a los díscolos líderes que aún perviven en los dos hemisferios a meditar concienzudamente la eventual adopción de medidas que vulneren el Estado de Derecho, quebranten la jurisprudencia Internacional y ofendan el régimen de democracia
representativa escogida por los miembros de la ONU.Al gobierno brasileño le refrescamos la memoria: su país alberga dos sueños dorados, ingresar al selecto grupo económico del orbe, meta parcialmente lograda, e integrar el Consejo de Seguridad de la ONU con carácter permanente, emparejado nada menos que con Estados Unidos, Rusia, China, Francia y Reino Unido de Gran Bretaña, potencias
militares del planeta, objetivo todavía inasequible pero irrenunciable para el ambicioso vecino. La Corte Internacional de Justicia es, al lado de la Asamblea General y el Consejo de Seguridad, uno de los tres pilares institucionales de la ONU, y un fallo dictado por sus autoridades, invariablemente inapelable y de prerrogativa moral mayúscula, indefectiblemente honrará la reputación del inocente, escarneciendo la aureola del culpable, quien tendrá que forzosamente sufrir las seguras secuelas de sus arrogantes despropósitos y de la inconducta lesiva y violatoria del orden jurídico internacional.

Brazil changes tack with new stimulus plan

Brazil's government is set to launch the first in a series of measures that could inject up to $50bn (£32bn) into the economy over the next five years. The first part of the plan, to be announced on Wednesday, includes privatising about 14,000 kilometres of railways and roads.
The privatisation of ports, lower energy costs and incentives for industry will soon follow.
The package is designed to boost what have been disappointing growth levels.
President Dilma Rousseff has invited 50 leading Brazilian businessmen to the capital Brasilia where she will personally launch the new strategy.
In May, she brought the businessmen to the presidential palace - the Planalto - to ask them what was needed to stimulate the economy.
Growth in Brazil is predicted to be under 2% this year, the weakest annual performance since 2009 and a sharp slowdown from an impressive 7.5% rise in 2010.
Rising debt rates Prior to these measures, the government had been counting mainly on rising levels of domestic consumption - fuelled by credit growth and rising income among poor Brazilians - alongside investments by state companies.
Expensive energy, poor infrastructure and increasing labour costs - known here as 'Custo Brasil' or the 'Brazil Cost' - have also weighed on growth, analysts say.
Now the government will increase the role played by private investors, who were seen to have lost ground during the government of Luiz Inacio Lula da Silva, Brazil's president from 2003-2010.
President Rousseff was his chosen successor, but she is seen as a tough and pragmatic decision maker when it comes to economic policy.
In February, the government granted three of the largest airports in the country to private companies, hoping to improve overstretched facilities before the 2014 Football World Cup.
Boosting investment Now roads, railways, ports and perhaps other airports will also be privatised. President Rousseff hopes these concessions will also help to improve the country's much-criticised infrastructure.
"The government realized that privatisations are a way to boost investment", says Felipe Salto, an economist at Tendencias, a leading consulting firm in Brazil.
The concessions are expected to attract up to $50bn in investments in five years.
Rousseff is also preparing to lower the price of energy for industry with the abolition of some federal taxes, which could cut the price by 10%.
Further extensive reductions would depend on tough negotiations with governors and politicians across the country.
Economists are worried, however, about a new round of tax reductions for industry that should be announced in the coming weeks.
"Without structural changes, they could even generate demand and short-term growth, but also cause higher inflation", says Mr Salto.
The measures, he says, would also affect the fiscal balance.
"Comprehensive stimulus measures could harm the efforts to bring down public debt, leading to imbalance in government accounts."
Late diagnosis For economist Silvia Matos, professor at Getulio Vargas Foundation, "the new package shows that the government is convinced that the economy faces a structural problem.
"The diagnosis is correct, but took too long to be made."
According to Ms Matos, previous economic steps taken by the government this year, such as reducing taxes on cars, were not enough to lift GDP.
Not even the recent devaluation of the currency, the real, and the progressive reduction in interest rates, have produced significant effects so far.
According to the National Confederation of Industry, 11 of the 19 industrial sectors they were tracking suffered a drop in capacity in 2011, indicating a cooling in industrial activity.
Ms Matos believes the new package will tackle some key economic problems, but says Brazil faces other serious issues such as increased public spending and an inefficient tax system.
Without reforms in these areas, she says, the country's economy will remain vulnerable.

No ensino fundamental, a situação é menos preocupante. No ciclo de 1.ª a 4.ª série, 33% não atingiram a meta e apenas dois Estados tiveram queda de rendimento. Já entre os alunos de 5.ª a 8.ª série, metade das escolas avaliadas melhorou sua média.
Para especialistas, os números do ensino médio são frustrantes pelo fato de não refletir as vantagem que os alunos da rede privada têm em relação aos que estudam em escolas públicas.
A professora Silvia Colello, da Faculdade de Educação da USP, aponta que a falta de investimentos na atualização dos professores ajuda a explicar o mau desempenho. “As escolas particulares estão em um momento difícil de assegurar clientela e garantir a qualidade que demanda. Cobram mensalidades altas, mas funcionam como empresa e não valorizam o professor”, afirma.
Rede paulista
São Paulo é um dos três Estados do País que ficaram abaixo da meta do governo para escolas privadas nos três níveis avaliados pelo Ideb, ao lado do Distrito Federal e de Pernambuco. Nos últimos dois anos, no entanto, apenas o ciclo da 1.ª a 4.ª série não apresentou melhora na rede paulista.
