Divida externa, periferia, dependencia, etc: falacias academicas - Paulo Roberto de Almeida
Vejamos o que acabo de receber como comentário, de um leitor deste blog:
mas que argumentos sustentam sua opinião que a dívida não é mais um problema? O fato de termos reservas suficientes para pagá-la? As economias periféricas são altamente dependentes do mercado de ações para financiarem suas dívidas, grande parte do orçamento que poderia ser usado para reduzir as diferenças sociais (que eu não acredito que seja discriminar classe alguma) vão para fora do Brasil pagar algo que desconhecemos.
Acredito igualmente que a SOLUÇÃO para TODOS os problemas brasileiros devem ser MADE IN BRAZIL, mas como entender esses problemas sem inserir o país em um contexto histórico e econômico de dependência externa?

1) Dívida externa: Não se trata apenas do fato de ter acumulado reservas internacionais em volume suficiente para a liquidação de todas as obrigações externas do Brasil. Isso pode contar para minimizar o peso da dívida no conjunto dos passivos brasileiros.
Trata-se, basicamente, do fato de que o volume da dívida representa atualmente uma proporção mínima do valor agregado anualmente como riquezas pelo país, ou seja, tanto a relação dívida/PIB, que caiu bastante nos últimos dez anos, como a relação serviço da dívida/exportações brasileiras, ou seja, a quantidade de dólares suficientes para cobrir os juros da dívida em relação aos ganhos exteriores das vendas brasileiras em divisas. Trata-se de pura matemática elementar portanto.
Tem mais: a parte da dívida do governo no total da dívida externa é muito limitada, já que a maior parte é dívida comercial, ou seja, bancos e empresas que captam recursos lá fora e a quem cabe pagar. Ora, é sabido que as empresas do setor captam a juros extremamente reduzidos e "vendem" esse dinheiro no mercado interno a juros extremamente elevados. Cada vez que você compra a "dez vezes sem juros", você está dando um lucro extraordinário a esses gigolôs nacionais, que acumulam dinheiro de sobra para pagar os créditos externos.
2) Dependência: Esse é um conceito vazio, que só existe na boca de professores ignorantes, que não conseguem visualizar a realidade das relações econômicas internacionais. Economias "periféricas" (outra bobagem conceitual) não precisam ser dependentes de ações ou investimentos externos para financiarem suas "dívidas"; ninguém as obriga a se endividarem no exterior. É certo que países emergentes, não integrados na economia internacional, e insuficientemente capitalistas (como é o caso do Brasil), não produzem poupança suficiente para os investimentos produtivos. Mas isso não significa que necessitem se endividar externamente para realizar investimentos, se forem abertos e aceitarem investimentos diretos estrangeiros.
É apenas o nacionalismo econômico, essa doença nefasta (junto com o patriotismo ingênuo), que impede os países de se abrirem aos investimentos externos. Países esquizofrênicos, como o Brasil, amam o capital estrangeiro e detestam o capitalista estrangeiro: em consequência, em lugar de aceitarem investimentos externos, se endividam inutilmente.
Só existe dependência externa quando se é incapaz de resolver os problemas nacionais de maneira autônoma. O conceito, em si, é uma bobagem, mas governos irresponsáveis o transformam em realidade, ao fazer apelo ao dinheiro fácil do exterior, em lugar de criar as condições internas para aumentar a poupança e os investimentos nacionais, deixando, em primeiro lugar, de gastar no próprio Estado, para investir em saúde e educação.
3) Orçamento para redução das diferenças sociais: outro sinal de deficiência econômico. As desigualdades sociais devem ser reduzidas preferencialmente por ações de mercado -- ou seja, crescimento econômico, com transformação produtiva, que gera empregos mais bem remunerados -- e complementarmente por investimentos estatais em educação de base (primário, secundário, escolas técnicas, ponto), não com base em distributivismo político inconsequente, que só consegue criar uma nação de assistidos, como é o caso do curral eleitoral a que se dá o nome de Bolsa Família.
Infelizmente, o "debate" público sobre essas questões não deixa de refletir o estado de indigência intelectual a que se reduziu, hoje, boa parte dos cursos de humanidades nas faculdades brasileiras.

Desventuras de bilionarios: bolhas assassinas das fortunas dos muito ricos...
Muitos outros capitalistas, até os mais honestos, já perderam bilhões com o reverso da fortuna. Lembro aqui o caso do homem mais rico do mundo, no início dos anos 1990: um japonês do mercado imobiliário, que tinha uma fortuna várias vezes superior ao do segundo da lista, Bill Gates, da Microsoft, com apenas 5 ou 6 bilhões de dólares. Bastou a bolha imobiliária e bancária do Japão estourar, em 1992, para ele ter evaporada parte de sua fortuna, ficando atrás de Bill Gates. Este, era o homem mais rico do mundo pouco antes do estouro da bolha das dot.com, em 2000, quando sua fortuna pode ter sido reduzida à metade, mas já na casa de algumas dezenas de bilhões de dólares.
São apenas dois casos, entre muitos, e entendo que eles não foram tão promíscuos quanto os personagens referidos na matéria abaixo, ou seja, eles não saíram comprando políticos e burocratas para fazer a sua fortuna, como certos bilionários de países emergentes. Melhor assim. E melhor que os muito ricos percam sua fortuna (que na verdade é fumaça, ou seja, capitalização exagerada, na maior parte das vezes), para torná-los mais humildes (o que eles nunca serão).

Já se disse que, nas sociedades pós-industriais, o conflito social teria como eixo a tensão crescente provocada pela coexistência de duas tendências contraditórias: a de busca por igualdade e a de crescente burocratização – esta última caracterizada pela importância cada vez mais central assumida pelo componente técnico do conhecimento.
No Brasil atual, ameaçado de desindustrialização, mais do que passível de ser classificado como uma sociedade pós-industrial, talvez em nenhum outro campo das políticas públicas a cargo do governo federal tal tensão tenha tanta visibilidade, pelo menos nos meios acadêmicos, como na política externa. Nessa seara, os dois principais partidos políticos advogam projetos distintos de inserção internacional para o país. A corporação diplomática, diante da crescente politização da política exterior, por vezes trai a sua aparência monolítica, revelando profundas clivagens intracorporativas. As decisões tomadas no plano internacional produzem impactos redistributivos domésticos de intensidade inaudita e o tema ganha as manchetes da grande mídia.
Inúmeros e diversificados fatores convergiram, no último quarto de século, para reforçar a necessidade de tratamento da política externa brasileira como uma política pública, e não mais como seara exclusiva e monopólio de nossos diplomatas. No plano analítico, tal processo de desencapsulamento da nossa política exterior ganha, neste livro de Dawisson Lopes, o seu tratamento mais sistemático. Esta obra é dedicada ao questionamento da possibilidade de compatibilização entre política externa e democracia e à interpretação deste encontro conflitivo no Brasil da Nova República. Tais objetivos inevitavelmente implicam colocar em discussão a trajetória e as tendências ao insulamento por parte do Itamaraty. Nessa empreitada, o leitor é brindado com uma mescla de erudição e ousadia analítica, em uma tessitura argumentativa original e provocativa, que alia o método histórico ao comparativo, questionando o cânone e ao mesmo tempo retirando dele novas e promissoras chaves interpretativas, como a hipótese do “republicanismo aristocrático mitigado”.

Mas, sendo anglo-parlantes, unicamente, os native speakers estão perdendo a oportunidade de penetrar na cultura de outros povos, e para os acadêmicos, a consulta a documentos originais (embora todos os cursos universitários sérios nos EUA insistam na proficiência linguística, mesmo de línguas totalmente exóticas).

he lingua franca of globalization is English. Being indispensable, it is eagerly embraced by anyone with aspirations to participate in the global economy and society.
The same number speaks it as a second language, more or less frequently and an additional 750 million have enough knowledge to use it in a limited way. These are impressive numbers, accounting for only a bit less than one fifth of the world's population. But they are not so big when you consider that those seven billion people speak 6,000 other languages, with Mandarin — not English — accounting for the largest number. And all those languages constitute the living tissue of as many cultures, with all their own practices, relationships, institutions and historical memory. On the face of things, native English speakers should revel in the universality of their language. The world is speaking with us in our own idiom, giving us the comparative advantage of not having to learn any others. But common sense and experience show otherwise. English is simply a transactional tool for elites from many different cultures.
Speaking only English is not a privilege, but a handicap, a hobbling of our senses. It is also dangerous. Without speaking their languages, we cannot understand other people's historical experience, their values, including religious values, and their relationships. This is bound to be a great handicap in our dealings with them. North American business suffers from this handicap. With few exceptions, its leaders (unlike their typical European counterparts) do not routinely speak a language other than their own. This might not have been an enormous handicap when the world economy was largely concentrated in the North Atlantic region. But those days are over. The weight of the world economy is shifting. The new heavyweights speak non-European languages and share in cultures far removed from our own experience. These cultures are linguistically inaccessible to North American business leaders (and, despite their multiple European languages, most European ones).
They remain at a permanent disadvantage vis-à-vis their counterparts from these new powers, including in commercial negotiations with them. The latter not only have a solid command of English, and hence a direct insight into our world, but their own world is hidden for "unilinguals" behind an inaccessible language. It's hard to make multilingualism a criterion for CEO selection. But it is not hard, over time, to develop a cadre of senior managers and future CEOs who do speak languages and have intensive understanding of foreign, especially non-North Atlantic environments. Business elites aside, North American higher education suffers more than it should from linguistic myopia. Most university students rely for their research on books, articles and data that originate in or have been translated into English. The world view of our populations in the US, Canada and UK — and hence our politics — are also distorted by the unilingualism of our media. We rely on interpreters, translators or on English-language versions of other countries' media to shape our view of the outside world. Perhaps most serious of all, our political decision makers are also linguistic prisoners, handicapped in managing a complex global environment by being obliged to see it through the filter of one language.
Multilingualism is treated as indispensible in small, linguistically remote European societies, including the Netherlands and Scandinavia. The same is true as well among elites in large, linguistically diverse countries like India. Millions of Chinese are also busy learning English and other languages. Why should this not be the case in our societies? Why should we be trapped in English? Spanish is already the second language of the United States. Yet it has no official status and it is not a compulsory part of the curriculum on a national level. In Canada, the situation is even more ironic. French is one of our two official languages, yet FSL (French as a Second Language) is a privilege rather than an obligation or even a right in most of the English speaking parts of the country. The case of officially French-language Quebec presents a paradox. Given the limited reach of French in the global environment, virtually all senior business people, academics and others active beyond the province's borders are at least bilingual. Other languages, including Chinese, are even less available in U.S. and Canadian school systems, leaving it to the enlightened and the affluent to provide it to their children.
Universities could play a critical role by insisting on functional competence in at least one foreign language as a condition of graduation. Or they could oblige those seeking advanced degrees to have lived, worked or studied in a linguistically distinct environment for at least a year. As with all large social challenges, the only adequate answer to our linguistic handicap will be cultural change — in our case, the acceptance of cultural humility. Not everyone who speaks English really "speaks our language." It's a big messy world and it's not all ours. We have to make an effort to meet it, in its many manifestations, on its own terms. |

O preço do gás natural no Brasil
O alerta geral no Brasil veio na forma do questionamento do nível de preços do gás natural. E imediatamente se assumiu, convenientemente, um cenário de abundância do produto. Mas será de fato abundante? Talvez. Aos preços nos níveis do mercado americano atuais, muito improvável.
Há de observar que, apesar de reunir condições únicas no mundo em termos de recursos de produção e regulatórios para realização do fracking, mesmo nos EUA os produtores de gás natural não associado a partir de shale lidam com baixas remunerações aos investimentos. Assim, se, no início, a questão ambiental dominava as discussões sobre o uso do fracking na produção, atualmente está mais centrada nas possibilidades de viabilização econômica desse tipo de empreendimento, nos EUA e em outras partes do mundo.
No Brasil, o preço do gás se mantém elevado e se tornou um ingrediente a mais a limitar a competitividade da indústria. Segmentos industriais que dependem do gás natural lidam com dificuldade para manter suas atividades e reclamam políticas específicas e preços diferenciados. Outros segmentos, que poderiam usar o gás natural, fazem a opção por fontes alternativas com relação de preços mais favorável.
Duas questões são colocadas: o preço do gás natural no Brasil está caro? Ou seria a instabilidade na relação de preços de combustíveis a causa prima de quebra de expectativas entre consumidores industriais?
É notável constatar que, ao longo do tempo, preços de derivados e gás natural deixaram de guardar uma referência estável de substituição e eficiência energética para flutuar à conveniência da política econômica de ocasião e ceder às pressões de lobbies de categorias industriais em defesa de seu segmento.
Já no que toca à política de preços para o gás natural, a Petrobrás manteve para o gás boliviano a metodologia de reajuste atrelada a uma cesta de óleos e ao câmbio, uma postura que amplia a distorção no mercado brasileiro de gás no que se refere à política de preços em relação aos demais combustíveis.
Adicionalmente, ainda há que considerar a distorção estabelecida pela coexistência de formas distintas de precificação: uma para o gás de origem nacional e outra para o gás boliviano. Quase 15 anos depois do início de operações do gasoduto Bolívia-Brasil e com a capacidade plenamente ocupada, não haveria atualmente uma razão objetiva para uma distinção de preços entre o gás natural de origem doméstica e o importado. Seria o equivalente a definir duas classes de consumidor para o mesmo produto. Os consumidores da Região Sul e os de São Paulo são penalizados duplamente pela imprevisibilidade cambial aplicada ao gás boliviano e pela diferença absoluta em relação aos preços do produto nacional. E São Paulo é o maior Estado consumidor, representando 29% do mercado.
Atualmente, o mercado de gás natural no Brasil, não bastassem as questões apontadas referentes à competição e o desarranjo de preços relativos citados acima, se encontra imerso em suas próprias idiossincrasias, marcado pela imaturidade regulatória que impõe barreiras de acesso e inibe a expansão da infraestrutura e do mercado. É hora de parar e repensar, em especial, uma nova política de preços para o gás natural.
